Authorization for the Health Services Director to otiate
SUBJECT: extensions of the County's Ambulance Service Agreements with
American Medical Response and with San Ramon Valley Fire
Protection District
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Health Services Director to negotiate one year
extensions of Ambulance Service Agreement #23-024-11 with Regional
Ambulance, Inc. (dba American Medical Response) and of Ambulance
Service (Novation) Agreement #23-055-9 (as amended by Contract
Amendment Agreements #23-055-10 and #23-055-11) with San Ramon Fire
Protection District for the period from 12: 01 a.m. on May 3, 1995
through 12 : 00 midnight on May 2, 1996.
II. FINANCIAL IMPACT:
There is no County General Fund impact. (Any subsidy payments would be
funded under CSA EM-1 (Measure H) .
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On February 2 , 1993, the Board of Supervisors approved Ambulance
Service (Novation) Agreement #23-055-9, and subsequently approved
Contract Amendment Agreements #23-055-10 and #23-055-11, with San
Ramon Valley Fire Protection District to provide emergency ambulance
services in County Emergency Response Area 4 for the period from 12 : 01
a.m. on January 3 , 1993 to 12 : 00 midnight on January 2 , 1994 .
Contract Amendment Agreement #23-055-11, approved by the Board on
January 4, 1994, extended the term of the Agreement to January 2, 1995
and added an automatic contract extension through May 2 , 1995.
On June 8, 1993, the Board of Supervisors approved Ambulance Service
Agreement #23-024-11 with Regional Ambulance, Inc. (dba American
Medical Response) to provide emergency ambulance services in County
Emergency Response Areas 1, 2, and 5 for the period from 12 : 01 a.m.
June 1, 1993 to 12: 00 midnight on January 2, 1995. This document
includes renewal provisions which allow for a maximum of two period of
one year each, provided that the Contractor has satisfactorily
performed the services set forth in the Agreement and provision for an
automatic four-month extension through May 2 , 1995.

Over the years, the. Request for Proposal process to recruit service
providers has proved to be lengthy and complex. Therefore, the Health
Services Director is requesting the Board's approval to negotiate one
year extensions, beginning at the end of the automatic extension
periods, of the Ambulance Service Agreements now in place in order to
assure that the County's emergency ambulance services continue
uninterrupted and to provide an opportunity for County Emergency
Medical Services to:
1. Complete preparation of a new EMS System Plan which the State has
requested all local EMS agencies to submit by December 31, 1994;
2 . Assess the potential impact on emergency ambulance services of
changes in the health care system;
3 . Assist the County Fire District in reviewing its role as an EMS
provider; and
4 . Prepare and initiate a new RFP and complete a.competitive bidding
process for the County's emergency ambulance services.
