BUDGET SYSTEMS ADMINISTRATOR
DEFINITION•
Under direction plans and manages the implementation and effective
utilization of the automated County-wide budget system; acts as a
liaison with department budget officers and the Auditor-Controller
on budget and budget system activities; reviews and makes
recommendations on budget, staffing and administrative policy
matters for assigned departments; and performs other related work'
as required.
DISTINGUISHING CHARACTERISTICS:
This single position class is responsible for both the operation of
the automated County-wide budget system within the County
Administrator's Office and for exercising central management
controls in budget, personnel, and administrative policy matters
for assigned departments.
The class of Budget Systems Administrator is distinguished from
Management Analyst III by its responsibility for budget systems
development and its day-to-day operation. It is distinguished from
Deputy County Administrator by the latters responsibility for the
supervision of subordinates and/or the administration of designated
programs and projects.
The incumbent of this class reports to a Senior Deputy County
Administrator.
TYPICAL TASKS•
- Confers with budget officers and other management and
administrative staff on budget system requirements;
- Implements the design and testing of system upgrades and
enhancements;
- Manages the budget system and implements supporting standards
and procedures;
- Advises management of the capabilities and limitations of
hardware and software;
- Coordinates the operation of the budget system with other data
processing activities in the Data Processing Division of the
County Administrator's Office, the Auditor-Controller's
Department--" and-the Personnel Department;
Provides technical direction and training to management
analysts and departmental budget staff on budget system
processes and procedures;
Generates special reports for the budget administrator;
Resolves budget system user problems;
Reviews budget data submitted and reports generated for errors
and initiates necessary corrections;
Conducts administrative and budgetary analysis;
Evaluates program requirements including staffing, furnishings
and equipment and building facilities;
Reviews departmental plans, programs, goals and objectives;
Represents the County Administrator in relations with
departmental officials and others in the accomplishment of
program objectives;
Confers with departmental officials to see that specific
departmental plans and activities are properly coordinated
with those of related County departments;
Furnishes advice and information to county officials and
others;
Formulates recommendations and prepares reports on proposed
and requested actions;
Confers with and obtains policy direction from the County
Administrator and/or principal assistants.
MINIMUM QUALIFICATIONS:
Education: Possession of a baccalaureate degree from an accredited
college or university with a major in business administration,
public administration, computer sciences or a closely related
field.
Experience: Four (4) years of full-time or its equivalent
experience in a governmental agency with staff responsibility for
administrative, personnel or financial analysis which involved the
use of computer financial/budget software.
Substitution for Academic major: One (1) year of additional
qualifying experience may be substituted for the required
undergraduate academic major.
Substitution for Experience: Possession of a master's degree in
business or public administration, computer sciences, or a closely
related field may be substituted for one (1) year of the required
experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of financial/budget software; knowledge of electronic
data processing principles and practices; knowledge of the overall
County department budget process; knowledge of accepted principles,
.techniques and practices of local government administration
including organization planning, work measurement, budgeting, and
personnel; ability to manage and coordinate computer implementation
activities; ability to troubleshoot system operational problems;
ability to provide technical direction to others; ability to
analyze and interpret factual data; ability to prepare and present
both technical and administrative reports; ability to write clear
and concise correspondence and reports; ability to communicate
effectively; and ability to maintain effective working
relationships with computer users, vendors and other staff.
