FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS On April 20, 1994, the Contra Costa Transportation Authority (Authority) approved for circulation and comment Submittal Three of the Countywide Comprehensive Transportation Plan. Preparation of the is a requirement of the Measure C-1988 Contra Costa Transportation Improvement and Growth Management Program. The Countywide Comprehensive Transportation Plan is a long range transportation planning document prepared and adopted by the Authority. It is intended to provide the overall direction in Contra Costa for a coordinated approach to achieving and maintaining a balanced and functioning transportation system. It is also intended to "knit together" the Action Plans under preparation by the Regional Transportation Planning Committees (RTPC's) . The Countywide Comprehensive Transportation Plan provides a forum for the RTPC's to address issues of mutual concern and to arrive at a comprehensive approach that achieves their goals in a consistent countywide, manner. Contact: S.Goetz, CDD, 646-2134 Orig: Community Development Department ATTESTEDa�t , 9 cc: GMEDA PHIL BATCHELOR Z CLERA OF Public Works Department THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY DEPUTY Report on the CCTA Countywide Comprehensive Transportation Plan May 23, 1994 Page Two Submittal Three is one of five submittals that will be prepared during the development of the Countywide Comprehensive Transportation Plan: Submittal 1: Introduction and Goals Submittal 2 : Background Analysis Submittal 3 : Traffic Service Objectives and Actions Submittal 4 : Draft of the Countywide Comprehensive Transportation Plan Submittal 5: Final Countywide Comprehensive Transportation Plan The complete draft, Submittal Four, is scheduled to be distributed in August 1994. The Transportation Committee has reviewed editorial comments prepared by staff and discussed significant concerns regarding the overall direction of the Countywide Comprehensive Transportation Plan. The draft was prepared for the Board's review and consideration for transmittal to the Authority (See Exhibit A) . The letter describes the following concerns and recommendations that should be addressed in the draft of the Countywide Comprehensive Transportation Plan that will be released this Fall: 1. Address driver safety issues on State Route 4; 2 . Address truck traffic and goods movement issues on State Route 4 and Byron Highway; 3 . Integrate land use strategies into the Plan; 4 . Develop a coordinated countywide strategy for: - freeway ramp metering - High Occupancy Vehicle lanes - Transportation Demand Management 5. Ensure action in each corridor complement actions in other corridors; 6. Describe other transportation issues to be addressed in the next update of the Plan: - local street and road maintenance needs - local transit operating requirements - mobility needs for the transit dependent - countywide bicycle transportation needs 7. Initiate discussions among the cities and the County on how the Plan should address the need for additional transportation revenues. The Transportation Committee is most concerned about the need for additional revenues to fund future investments in Contra Costa 's transportation system. A local dialogue to address this issue should begin now. These comments are directed at issues that should be incorporated into the draft Plan that will be released this Fall. The Board of Supervisors believes that driver safety is a significant issue on State Route 4 and should be addressed in the draft Plan. The combination of increased travel demand and outdated roadway design through Hercules and east of Antioch will increase the importance of driver safety in this corridor. The draft Plan should include discussion of driver safety where it is a significant and growing issue, to help guide the Authority's priorities for future transportation investments. The Board of Supervisors believes that truck traffic and goods movement are significant issues on several corridors and should be addressed in the draft Plan. Truck traffic can significantly influence traffic congestion, particularly along State Route 4 . Truck traffic is also an emerging problem on Byron Highway, as freight carriers avoid congestion at the Altamont Pass and seek alternative routes to the Central Valley. The Board of Supervisors encourages the Authority to give serious consideration to integrating land use strategies into the draft Plan. The performance of existing transit systems clearly demonstrates that public subsidies for these systems are lowest where more people are able to live or work close to transit stops. Submittal Three describes how the location of housing growth in relation to job growth will significantly worsen congestion on corridors leading to and from eastern Contra Costar The Plan should encourage implementation of high-density mixed- use development at BART stations and identify locations where the provision of additional affordable housing can help reduce congestion on the regional transportation system. Submittal Three of the Plan has identified a number of issues that are common to all corridors: Chairman Keller May 24, 1994 Page Two - the potential use of freeway ramp metering; - the need for additional HOV lanes; and a greater reliance on Transportation Demand Management strategies in the future. The Board of Supervisors recommends the Authority consider addressing each of these issues in a coordinated countywide manner in the draft Plan. As work proceeds on the draft Plan, the Authority needs to ensure, that the actions in each corridor complement the actions in neighboring corridors and don't conflict with other goals and policies in Contra Costa. one conflict in Submittal Three is the potential action in the 1-80 corridor to encourage job growth in Solano County, which would be counterproductive to economic development goals in Contra Costa. Since the emphasis of this Plan is on congestion issues and commute traffic, the Board of Supervisors requests that the Authority outline other transportation issues that will be addressed in the next update of the Plan. These issues include: 1) local street and road maintenance needs; 2) local transit operating needs; 3) mobility needs of the transit dependent; and 4) bicycle transportation needs. The Authority should be aware that the Countywide Bicycle Advisory Committee in working on a Countywide Bikeway Plan. The Authority will receive a copy of the draft Countywide Bikeway Plan when it is available. One issue not yet addressed in the Plan submittals is the need for additional transportation revenues to fund future transportation investments. The draft Regional Transportation Plan identifies significant funding shortages that allow only limited upgrades to State Route 4 and leave cities and the County with a $42 million shortfall for maintaining local streets and roads. The financial information from the draft Regional Transportation Plan should be used in the draft Plan to foster a local understanding of its implications for Contra Costa. The Board of Supervisors recommends that the Authority use MTC's financial data to initiate discussion among the cities and the County on local actions that can help solve this funding shortage. These discussions should begin now, to help shape the funding strategies that will be described in the draft Plan. The Board of Supervisors offers its assistance to the Authority to begin this important dialogue on the investments required for Contra Costa's transportation system.
