Officers: Board of Supervisors Bruce Peaslee,President Contra Costa County Joyce Lawrence,Vice-President 651 Pine Street Marlyn Chabot Secretary Martinez, CA 94553 Alyn Goldsmith,Treasurer' Carl Dudley,Chief Negotiator(IM) Barbara Murfin,Chief Negotiator(S) Members of the Board: Trish Rose,Chief Shop Steward(IM) Jan Watson,Chief Shop Steward(S) We would like to ask that your Board look into the eligibility requirements that permit Office Representatives: individuals with outstanding felony arrest warrants to receive General Assistance. Lydia Cass Bonnie Clark John Comly It is our understanding that the Social Service has been aware for some time that they Jackie Fava are providing public assistance to people who are subject to arrest. We are told that Jackie Foust there are about twenty GA recipients who fall into this category, including one who is Sam Friend Dennis Hoell sought for welfare fraud and one who is said to have escaped from County custody. Our Gloria Perkins information indicates this number comes solely from a computer cross check between Robin Nonni Isabel Ronald GA recipients and individuals with outstanding felony warrants for jurisdictions within Craig Roney the County and that expanding the computer matching to additional jurisdictions could Carol Sheridan well increase the number. Donna Souza Shop Stewards: Our concern falls into three areas: Bonnie Clark Jan Eakle 1. The cost to the County, based on the State average of 17 months eligibility times Glenda Edwards Ruby Hamikon $300 a month GA, is over $100,000. If the.number of clients subject to arrest is Beatrice Hill found to be greater than twenty, the cost of course would be greater. MaryEllen McFadden Barbara Parsons Kirby Surprise 2. The Department is said to be planning, with various police agencies, to have these Nan Williams individuals arrested. As a large portion of the GA population collect their benefits at State Executive Board Delegation department offices, the likely place to make the arrest is in County buildings, a Lydia Cass practice that exposes the workers we represent to considerable danger. John Comly Trish Rose 3. There appears to be some discussion of possible liability employees could have for Jan Watson Tomes Zavala aiding persons evading capture. While many would believe this concept is a stretch Darlene Bruno lafternate) of the relevant sections of the Penal Code, liability of this nature—whether Marlyn Chabotlaftefnate) individual or County—must be considered.
