Martinez, Acting Executive Director DATE: May 24, 1994 SUBJECT: RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR FUNDING UNDER FISCAL YEAR 1994 PUBLIC HOUSING DRUG ELIMINATION PROGRAM AND AUTHORIZING EXECUTION SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: ADOPT Resolution No. 3708 APPROVING submission of an application for funding under the Fiscal Year 1994 Public and Indian Housing Drug Elimination Program and AUTHORIZE the Chair of the Board of Commissioners and the Executive Director of the Housing. Authority to execute and submit to the U. S. Department of Housing and Urban Development all appropriate documents required by the application guidelines, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The Housin Authority will apply to the U.S. Department of Housing and Urban Development for ?300,000 under the Fiscal Year 1994 Public Housing Drug Elimination ' Program. III. REASONS FOR RECOMMENDATION/BACKGROUND: On April 1, 1994 the U.S. Department of Housing and Urban Development (HUD) issued a notice that $231,978,631 is available in grant funds for the purpose of eliminating drug-related crime in public housing developments. The Notice of Funding Availability establishes a maximum grant of $300,000 for housing a authorities with the number of units the Housing Authority of the County of Contra Costa has in management. These funds are available on a HUD Regional Office competitive basis, and the application must be submitted to the HUD Office of Public Housing in San Francisco by the July 29, 1994 deadl i.pe. Housing Authority staff has requested authorization to submit an application for $350,000 for the Fiscal Year 1994 Public and Indian Housing Drug Elimination Program, and at its Regular Meeting on May 16, 1994, the Advisory Housing Commission voted to recommend adoption of Resolution No. 3708. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3708 the Housing Authority of the County of Contra Costa would be unable to compete for $300,000 in much needed funding to assist in eliminating drug-related crimes in public housing. S. Department of Housing and Urban Development for $300,000 under the Fiscal Year 1994 Public and Indian Housing Drug Elimination Program; NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners that: 1. The Chair of the Board of Commissioners and the Executive Director are authorized to submit an application for funding under the Public and Indian Housing Drug Elimination Program Notice of Funding Availability and to execute and submit all appropriate documents required by the application guidelines; and, 2. Grant amounts obtained by the Housing Authority under the Public and Indian Housing Drug Elimination Program Notice of Funding Availability will not substitute for activities currently being undertaken to address the problem of drug-related crime in public housing; and, 3. Any additional security and protective services which may be assisted under the Notice of Funding Availability and meet the requirements of that Notice; and, This Resolution shall be effective immediately.
