of Regional Anti-Drug Program for the Period July 1, 1994 to June 30, 1995 - District attorney, $175,100; Sheriff-

SPECIFIC REQUESTS)OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION

Authorize the District Attorney, the Sheriff-Coroner, and the County
Probation Officer to submit applications and execute grant award
contracts with the State Office of Criminal Justice Planning for funding
of a Regional Anti-Drug Program in the amount of $175,100, $115,600, and
$146,069 respectively, for the period July 1 1994 through June 30, 1995.

None. The grant contracts will fund salaries for two attorneys and
clerical support in the District Attorney' s Office; laboratory staff in
the Sheriff-Coroner' s Office; and probation officers in the Probation
Department. Federal revenue will be built into the 1994/95 budgets of
the District Attorney' s Office, the Sheriff-Coroner' s Office, and the
Probation Department to implement the grants.
=2= _ REASONS FOR RECOMMENDAT=ON/BACKGROUND
The purpose of these grants is to improve law enforcement efforts, in a
coordinated manner, against major, mid-level, and street drug offenders
throughout Contra Costa County. The added staff will allow the
Sheriff' s Office and the District Attorney' s Office to reduce the turn-
around time for analysis of drug test results and devote more
concentrated efforts to drug prosecution. The Probation Department will
operate a custodial drug treatment program for adult male felons
convicted of drug offenses.

Failure to approve this recommendation would result in the loss of
$436,769 in federal funds available to combat the drug problem in Contra
Costa County.

SUBJECT: REGIONAL ANTI-DRUG PROGRAM
RESOLUTION OF THE GOVERNING BOARD 94/ 283
WHEREAS the Board of Supervisors, Contra Costa County, desires to
undertake a certain project designated REGIONAL ANTI-DRUG PROGRAM,
to be funded, in part, from funds made available through the Anti-
drug Act of 1988 for the Anti-drug Abuse Program Administered by
the Office of Criminal Justice Planning (hereinafter referred to as,
OCJP) .
NOW, THEREFORE, BE IT RESOLVED that the District Attorney, Sheriff-
Coroner, and Chief Probation Officer of the County of Contra Costa
is authorized, on its behalf, to submit the proposal to OCJP and is
authorized to execute, on behalf of the Board of Supervisors, the
Grant Award Agreement, including any extensions or amendments
thereof .
IT IS AGREED that any liability arising out of the performance of
this Grant Award Agreement, including civil court actions or
damages, shall be the responsibility of the grant recipient and the
authorized agency. The State of California and OCJP disclaim
responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall
not be used to supplant expenditures controlled by this body.
