HomeMy WebLinkAboutMINUTES - 05241994 - 1.39 TO: BOARD OF SUPERVISORS FROM: Anne Marie Gold, County Librarian DATE: May 11, 1994 SUBJECT: LSCA GRANT APPLICATION FOR HOMEWORK HELP CENTER IN BAY POINT SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize the County Librarian to apply for and accept approximately $85,000 in Federal Library Services and Construction Act Funds to expand and enhance the Homework Help Center at Bay Point, established in April, 1994, with Keller Canyon Landfill Host Mitigation Funds. The funds will allow the program to expand to five days per week, expand service to children by offering a Grandparents and Books volunteer program, expand service to high school students by providing computers to. facilitate learning and to provide word processing capabilities for students doing homework and writing term papers. The funds will further allow Project Second Chance, the Library's literacy project, to expand its services by offering the site for literacy tutoring and Families for Literacy programs. Summer programming and the Summer Reading Program will be offered to encourage children to read during summer vacation and to provide recreational activities in the community. FINANCIAL IMPACT: No matching funds are required. The project is a joint project of the Contra Costa County Library and the Mount Diablo Unified School District. The Library's contribution will include staff time for training project staff, order and process library materials and staff support in the recruitment and training of volunteers. The Mount Diablo School District will provide free space, utilities and some staff time. BACKGROUND: The California State Library provides funding through the Library Services and Construction Act (LSCA) for library projects to serve areas and populations with inadequate services. The Contra Costa County Library project proposal has been deemed competitive for LSCA funds for the 1994/95 fiscal year and has the potential to develop a prototype of a successful homework library center which could be replicated in other communities and throughout the state.
