RECOMMENDED ACTION: Authorize the. Board Chair to execute, on behalf of the County, a State Education Coordination and Grants (SECG) 8% Funds/GAIN 50% Cooperative Agreement for Program , Year 1994-1995 (County #19-8222-0) , requesting authorization to expend $238,040 ($119,020 of Job Training Partnership Act (JTPA) 8% funds and a State match of $119,020) for the period July 1, 1994 through June 30, 1995 and further authorize the Executive Director, Contra Costa County Private Industry Council, to make non- substantive changes to said document as may be required by the State Department of Education. II. FINANCIAL IMPACT: None. 100 percent Federal and State funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: By letter of April 26, 1994 the California Department of Education notified the Contra Costa County Private Industry Council that a total of $119,020 in JTPA 8% monies was available for PY 1994-95 as well as an equal amount in State matching funds for use in this Service Delivery Area (SDA) . At its meeting of May 5, 1994, the Proposal Review Committee of the Private Industry Council of Contra Costa County recommended the current service provider to continue this 8% SECG program of assessment and remediation services to GAIN participants referred by the County and Social Service Department. The amounts printed above are your agency's proportionate share of available funds calculated from prior year county welfare caseloads. You are advised that both allocations are subject to federal and state availability and are issued now to assist SDAs in their planning process. You will see that this year the State Matching allocation is approximately 87% of the JTPA allocation due to an increase in the federal allotment. No additional State matching funds are forthcoming; therefore, local non-JTPA matching expenditures must be documented in order to meet the 100% matching requirement. Eligibility Only JTPA-GAIN participants shall be served. Educational Services As specified in Budget language, state funds are appropriated to provide (1) Remedial education and (2) Occupational skills training concurrent with remedial education. The requirement to first provide Priority One and then Priority Two services remains in effect. Priority One services are: basic education; GED preparation; ESL instruction; and occupational skills training concurrent with remedial education. Priority Two services are: assessment; job development; counseling and guidance; pre-employment skills, and work maturity skills. Cost Category Requirements Under the Job Training Reform Amendments of 1992, cost category changes affect how Priority One and Priority Two services are charged to JTPA. Priority One services are charged to the Direct Training Services cost category. Also, assessment, career counseling and guidance, pre-employment and work maturity skills identified in Priority Two will be charged to this cost category. April 26, 1994 Page Two Job search/job development in Priority Two and also outreach, intake, and eligibility determination are to be charged to the Training Related and Supportive Services cost category. No supportive services which enable an individual to participate in a training program may be provided with JTPA 8%- 50% GAIN funds. Cooperative Agreement Forms The PY 94 Cooperative Agreement, including the Agreement Provisions and Standards of Conduct, is enclosed. We hope that in providing these documents much earlier this year, you will be able to have 8% projects operational by the start-up of the 1994 program year. Also, the state is striving to ensure that funds will then.be readily available for disbursement. Please submit cooperative agreements through your CDE regional consultant. The "Fund Management and Reporting Requirements" package will be issued by CDE with your approved cooperative agreement; there are no significant changes.
