CAFFINO AND CONTRA COSTA COUNTY FOR A GOURMET COFFEE/ESPRESSO BUSINESS AT BUCHANAN FIELD AIRPORT SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Public Works Director, or his designee, to execute on behalf of the County, a Lease Agreement between EXS, Inc., d.b.a. Caffino and County for a gourmet coffee/espresso business located on unincorporated land owned by Contra Costa County at 2301 Meridian Park Blvd., Concord,California, 94520, Concord area.. II. Financial Impact: Beginning June 1, 1994,monthly rent of$1,545.00 will be added to the Airport Enterprise Fund.. III. Reasons for Recommendations and Background: Project provides for a five-year lease with EXS, Inc., for a 150 sq. ft. drive-thru coffee shop on Buchanan Field Airport. This location was identified as the site for a 10,000 sq. ft. full-service walk-in restaurant in the EIR prepared for the Airport Master Plan adopted by the Board of Supervisors September 1990. This project was reviewed for conformity with CEQA in April 1994 by P&D Aviation, and it was determined that the proposed project and project impacts fell within the scope of the Airport Master Plan EIR. Staff concludes that the attached addendum complies with Section 15164 of the CEQA Guidelines. The basis for this determination is in the fact that the proposed restaurant is much smaller, and would result in a less intensive use of the' site than the proposed restaurant studied in the EIR.
