L Recommended Action:
DETERMINE that the project is a California Environmental Quality Act Class 1 D Categorical
Exemption, and DIRECT the Chief Engineer to prepare contract plans and specifications for
construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Chief Engineer to arrange for payment of the $25.00 handling fee to the County
Clerk for filing of the Notice of Exemption.

III. Reasons for Recommendations and Background:
This project includes repairing bank slipouts and eroded areas in Las Trampas, San Ramon, San
Pablo, Pinole, and Garrity Flood Control Channels.
It is needed to prevent further erosion and sedimentation and restore the flood carrying capacity
of these channels.
The repairs are to be accomplished using district forces and several informal contracts.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because it consists of minor alteration of existing public facilities involving no expansion
of use per Section 15301 of the CEQA guidelines.
IV. Consequences of Negative Action:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.

#CP 94-26: The proposed project consists of repairing bank sli pouts and eroded areas. Repairs will be made
using loose rock slope protection (RSP) and concreted rock slope protection (CRSP). The use of CRSP will
be limited to those sites where CRSP is currently in place. Cofferdams, diversion pipes, sediment traps
and/or filters and erosion control devices will be used where appropriate to protect water quality.
Subject project is located at Las Trampas Creek: Site 1 is on the south bank, 200 feet downstream of South
California Street in Walnut Creek. San Ramon Creek: Sites 2-6 are on the east and west banks, north of
Stone Valley Road and Site 7 is south of Stone Valley Road in the Alamo area. Site 8 includes the east and

if mandatory referral for General Plan Conformance, as required by Section 65402 of the

GENERAL CONSIDERATIONS:
1. Location: Las Trampas Creek: Site 1 is on the south bank, 200 feet downstream of
South California Street in Walnut Creek (Figure 2).
San Ramon Creek: Sites 2-6 are on the east and west banks, north of Stone Valley
Road and Site 7 is south of Stone Valley Road in the Alamo area (Figure 3). Site
8 includes the east and west banks,just south of Diablo Road in Danville (Figure 4). j
San Pablo Creek: Site 9 is on the south bank, 200 feet east of the Parr Blvd. bridge
into WCCSD in the North Richmond area (Figure 5).
Pinole Creek: Site 10 is on the west bank, 200 feet south of Willow Street in Pinole
