SUBJECT: Hearing on proposed reorganization of the County Fire Districts
This is the time fixed for hearing on the proposed reorganization of the County Fire
Districts consisting of 1) the annexation of the entire territory of the Oakley, Orinda, Pinole,
Riverview and West County Fire Protection Districts and a portion of the territory of the
Bethel Island Fire Protection District to the Contra Costa County Fire Protection District,
2) the concurrent dissolution of the Oakley, Orinda, Pinole, Riverview and West County Fire
Protection Districts, and 3) the concurrent detachment of a portion of the territory of the
Bethel Island Fire Protection District, pursuant to Local Agency Formation Commission
Resolution 94-20 approving the proposed reorganization with certain terms and conditions.
Scott Tandy, Assistant County Administrator, reviewed the April 13, 1994 Local
Agency Formation Commission resolution of approval, and the history of functional
integration of services and consolidation in this County and the benefits derived therefrom.
He spoke of the benefit of designating an Urban/Wildlands Interface Zone in the Orinda,
West County area to provide a coordinated response in the hills area. Mr. Tandy noted that
the County Administrator, the County Fire Chief, the Contra Costa Taxpayers Association,
the City of Orinda's independent consultant, Mike Davis, and the firefighters themselves,
were all in favor of consolidation. Mr. Tandy recommended that, if it is the Board's desire
to consolidate, the Board order the reorganization of the County Fire Districts, and declare
its intent that on June 7, 1994, it will determine the protest level, and take any further action
that may be required.
Chief Allen Little of the Contra Costa County Fire Protection District spoke in favor
of the proposed consolidation,and commended the firefighters on their enthusiasm and
cooperative spirit.
Maria L. Alegria, 3781 Brazil Court, Pinole, representing the Pinole City Council,
asked the Board to confirm that the Board intends to continue to contract with the City of
Pinole for fire protection for the unincorporated area that the City of Pinole has had under
contract in the past. Miss Alegria also requested that the new board of fire commissioners
have a member from the Pinole area, or at least the Board insure that there will be solid West
County representation on the new board of fire commissioners.
Phyllis Roff, citizen of Walnut Creek, expressed support for the proposed
consolidation, and suggested that when the Board has time, it look at other special districts
that might be consolidated. She commented that she thought a 7-member Board of
Commissioners was an excellent choice.
John Wolfe, 820 Main Street, Martinez, Contra Costa Taxpayers Association,
appeared in support of consolidation, stating that the Association has always supported
consolidation, is pleased with the current plan, and that the Board should go forward with the
consolidation as quickly as possible..

Ray Davis, 20 Zander Drive, Orinda, Orinda Taxpayers for Fair Taxation, appeared
in opposition to the proposed consolidation, urging that the tax money from Orinda stay in
Orinda and urging continued functional integration instead of consolidation.
Russ Greenlaw, President of the Contra Costa Firefighters Association, Local 1230,
advised that Local 1230 has not taken a position on the proposed consolidation, explaining
that he felt it would be inappropriate for them to take a position at this time because Local
1230 is currently involved in negotiations with the Board that include non-economic issues
related to consolidation, Mr. Greenlaw further stated that the firefighters from Orinda and
West County have independently supported consolidation, and although not a part of the
current proposals, the Moraga firefighters have voted to be included in the consolidation.
Board members commented on the proposal and their reasons for supporting it.
Supervisor Torlakson suggested that approval include expressing the Board's
appreciation and thanks to all the fire commissioners who have served the County in all the
districts which are to be consolidated, and also suggested that the Internal Operations
Committee develop guidelines for the new commission to facilitate careful and close
communication at least once a year with the cities, the municipal advisory councils in the
unincorporated areas, and with the Industrial Association and the Contra Costa Council.
Supervisor Bishop joined in support for consolidation and in the commendation for fire
commissioners, and suggested including the Fire Chief and the staff people who have worked
so hard over a period of years to bring this to fruition.
THE BOARD THEREUPON APPROVED the recommendations before it ,
ADOPTED Resolution 94/275 providing that if no petition sufficient to require an election is
received within 30 days from May 10, 1994, the Board ORDERS the Reorganization without
election, subject to certain conditions approved by LAFCO, and DECLARED its intent to
consider any further actions required to be taken to respond to any petitions for an election on
the consolidation issue.
IT IS FURTHER ORDERED that letters be prepared thanking the commissioners
serving on Boards of the Districts that are proposed for consolidation, and the Board express
its appreciation to Chief Allen Little, and the County Administrator's staff who have worked
tirelessly on the proposed consolidation.
IT IS FURTHER ORDERED that the Internal Operations Committee is REQUESTED
to develop guidelines for the new commission for communication with the cities, the
municipal advisory councils and all interested parties.

Pursuant to the Cortese-Knox Act, Government Code sections
56000 et seq. , the Board of Supervisors of the County of Contra Costa
resolves as follows :
1 . On or about January 25, 1994, the Board of Supervisors of Contra
Costa County, acting as the governing board of all fire districts
involved in this reorganization, adopted and filed a Resolution of
Application with the Local Agency Formation Commission (LAFCO) for
approval of the subject boundary reorganization, consisting of: a)
Annexation to the Contra Costa County Fire Protection District of all
territory presently within the Oakley, Orinda, Pinole, Riverview and
West County Fire Protection Districts and a portion of the territory
of the Bethel Island Fire Protection District; b) dissolution of the
Oakley, Orinda, Pinole, Riverview, and West County Fire Protection
Districts; and c) detachment of a portion of the territory of the
Bethel Island Fire Protection District.
2 . The reason for this proposal is to allow the provision of better
and more economic fire protection services to the area of all affected
Fire Protection Districts .
3 . On April 13, 1994, after noticed public hearing, LAFCO approved
the subject Reorganization.
4 . On May 10, 1994, this Board held a noticed public hearing on the
subject Reorganization, receiving any protests that any person desired
to file, hearing all testimony that any person desired to present, and
receiving any letters or other documents that any person desired to
submit . This Board then closed said public hearing and found that no
legal protests had been filed against the Reorganization.
5. There will be no name change for the Reorganized district, which
will continue to be known as the Contra Costa County Fire Protection
District . The Oakley, Orinda, Pinole, Riverview and West County Fire
Protection Districts will cease to exist .
6. If no petition sufficient to require an election is received
within 30 days from May 10, 1994, this Board hereby orders the
Reorganization without election, subject to the following conditions
approved by LAFCO:
a. All equipment and other personal property, all real property
and all records, funding, rights, liabilities and assets, whether
tangible or intangible, of the Oakley, Orinda, Pinole, Riverview
and West County Fire Protection Districts shall be combined with

the property, rights and obligations of the Contra Costa County
Fire Protection District . However, any equipment acquired by a
fire district through donation shall continue to be assigned to
the area for which the equipment was intended at the time of
donation. The Board of Supervisors, as the Governing Board of
the Districts, shall take whatever measures are necessary to
effect these actions .
b. Any benefit assessments or development fees associated with
any existing fire district shall be continued and restricted for
use in the area of the consolidated district that corresponds to
the territory of the former fire district in which the revenue
source was implemented.
C . The Chief of the Riverview Fire Protection District will
become the acting Chief of the Contra Costa County Fire
Protection District .
d. All other employees of the Orinda, Riverview and West County
Fire Protection Districts will become employees of the Contra
Costa County Fire Protection District in the positions they hold
at the time of annexation.
e . All employees of the Contra Costa County, Orinda, Riverview
and West County Fire Protection Districts are employed in
identical Merit Systems administered by Contra Costa County. The
rules for those Merit Systems are contained in the Personnel
Management Regulations which will remain in effect for all
employees unchanged for the merged fire service .
The terms and conditions of employment of the represented
employees of the Contra Costa County, Orinda, Riverview and West
County Fire Protection Districts are governed in part by a
memorandum of understanding between the respective fire
protection districts and United Professional Firefighters,
I .A. F. F. , Local 1230, which has expired but the terms of which
are continued by operation of law. Those terms and conditions of
employment shall continue to remain in effect as provided in said
memorandum of understanding unless and until they are changed by
agreement of the parties, or by lawful action by the respective
fire protection districts individually so long as they exist, or
by the Contra Cost County Fire Protection District .
f . The Oakley Fire Protection District will become a reserve
division of the Contra Costa County Fire Protection District,
known as the Oakley Reserve Division. Fire protection services
will continue to be provided by traditional paid-on-call
personnel . It is the intention of the Board of Supervisors to
continue the paid-on-call system unless future circumstances
suggest that the system is no longer effective, in which case,
the policy decision to alter or augment the system will be made
by the Board of Supervisors .
g. The chief officers of the Oakley Fire Protection District
shall be placed in non-merit system positions in the Oakley
Reserve Division of the Contra Costa County Fire Protection
District as follows :

h. All other employees of the Oakley Fire Protection District
will be placed in non-merit system positions in the Oakley
Reserve Division of the Contra Costa County Fire Protection
District comparable to their present positions .
i . All employees of the Oakley Fire Protection District, as
employees of the Oakley Reserve Division of the Contra Costa
County Fire Protection District, shall be paid at the level and
on the basis they are paid at the time of this Reorganization.
j . All employees of the Oakley Fire Protection District, as
employees of the Oakley Reserve Division of the Contra Costa
County Fire Protection District will be eligible only for
benefits being received at the time of this Reorganization unless
otherwise authorized by the Board of Supervisors .
k. This application takes into account the fact that the Pinole
Fire Protection District has no employees and that no employees
of the Bethel Island Fire Protection District are affected by the
detachment.
1. With this change of organization to add territory to the
Contra Costa County Fire Protection District, it (the Contra
Costa County District) as it now exists shall remain in existence
for the purposes and continued application of the Fire Protection
District Laws of 1961 and 1987 .
M. The Board of Supervisors shall direct the Contra Costa
County Fire Protection District Fire Chief to investigate the
creation of any Urban/Wildlands interface zone to include certain
areas of the current Contra Costa County, Moraga, Orinda and West
County Fire Protection Districts . Property taxes paid in the
Orinda area would be restricted for expenditure within any such
zone . The Orinda City Council will be an Advisory Committee in
the creation of the aforementioned Urban/Wildlands interface
zone.
n. The Contra Costa County Fire Protection District will
maintain the following minimum standards of existing service
levels :
1) While allowing for station relocation within a former
district, average and maximum response times, as measured
from existing fire stations to the area served by those
stations, will be maintained. The current number of fire
stations in the existing districts will not be reduced.
2) The existing Incident Command System (I .C.S . ) ,
utilizing engine company personnel, chief officers and
staff as commonly utilized in the fire service in
California will be continued.
3) Support services, as measured by inspection and abatement
service levels, development plan review service levels and
disaster preparedness coordination effort will be
maintained.
4) Emergency medical training, wildlands fire training,
hazardous materials training and other specialized training
based on local area needs will be provided as necessary
within each of the former districts .

5) Capital equipment and improvements, as measured by
existing number of stations, and the response capabilities
of existing engines and ambulances will be maintained.
Efforts to improve the water supply systems, (hydrants,
mains, etc. ) will be continued.
Efforts to maintain the standards will be equitably applied
throughout the reorganized district and among the former merit system
districts . Should funding levels decline from those in existence at
the time of reorganization, reduction in standards will be equitably
applied throughout the reorganized district and among the former
districts .
7 . The territory to be detached from the Bethel Island Fire
Protection District and annexed to the Contra Costa County Fire
Protection District is 'as shown in Exhibit A hereto . As to the
remaining parts of the Reorganization, the annexed and dissolved
territories are all of the Oakley, Orinda, Pinole, Riverview and West
County Fire Protection districts .
8 . There is no bonded debt for any of the involved Fire Protection
Districts .
9 . The regular county assessment roll will continue to be used to
collect taxes in the affected territory.
10. Nothing in this Resolution is intended to, nor shall it in any
way, modify or reduce the discretion, privileges and immunities
provided the fire districts involved with this reorganization by the
provisions of Division 3 . 6 (commencing at Section 810) of the
California government code for any actions or lack thereof, and
nothing herein shall impose any addiional mandatory duties on such
districts .
If no petition sufficient to require an election has been filed
by June 10, 1994, the Clerk of this Board shall forthwith transmit a
certified copy of this Resolution, along with a remittance to cover
any applicable fees as provided by the Government Code, to the
Executive Officer of the Local Agency Formation Commission. If a
petition sufficient to require an election has been filed by June 10,
1994, this Board will take further action in accordance with governing
law.

Subject: Fire Commission for the
New Consolidated Fire District
Honorable Board Members:
On May 10, 1994, the Board of Supervisors will be deciding on the structure of
the Board of Fire Commissioners for the proposed new Contra Costa County Fire
Protection District.
At the recent Internal Operations meetings, every one of the fire districts
involved in the consolidation expressed a strong preference in having a seven
member commission rather than an Ad Hoc Advisory Committee. The difference of
opinion has developed over the. way this seven member commission should be
comprised.
There are basically three proposals that have been advanced, with slight
variations. One, proposed by West County . Fire District is to have one
representative from each supervisorial district, with two at large
representatives. The problem with this plan is that some supervisorial districts
contain only a small part of the areas being considered for consolidation, while
others contain parts of different fire districts effected by the consolidation.
The plan proposed by Central Consolidated Fire District is based more on
population and assessed value. This plan calls for one representative from
Concord, one from Walnut Creek, one from Pittsburg-Antioch, one from Martinez-
Pleasant Hill, one from Orinda-Lafayette, one from West County (including
incorporated areas and San Pablo) and one from East County (including
unincorporated areas and Clayton and Oakley) . This plan also specifically
excludes City Council members from being representatives on the Commission.
This plan contains several inequities. First, if this .plan is based on
population, why does Walnut Creek have a single representative, while the City
of Antioch, almost 20% larger in population, is expected to share a
representative with Pittsburg?
While assessed valuation of individual properties is higher in Central County,
when the geographically much larger region of East County is considered as a
whole, the total assessed valuation of East County is significantly higher. Yet
in this plan Central County has twice the representation of East County.
Finally, the most glaring inequity of this plan is that it leaves Industry in
both West and East County out of the equation. Industry has a large stake in
fire protection in Contra Costa County and any plan that leaves them without
direct representation is just not fair or acceptable.

The Riverview Fire Commission has tried to develop a structure that would be
regional in concept and still give representation as much as possible to the
various elements that have vital interests in the fire protection service in the
area.
Under this "regional" proposal, the cities of East County region would share one
representative. The cities of the West County region would share one
representative. The cities of the Central County region, due to their larger
population, would share two representatives. The cities of the South-Central
region, (Lafayette and Orinda) would share one representative. Industry from
West County and East County would share one representative and the unincorporated
areas of West, Central and East County would share one representative.
Each representative would serve a four year term and each representative would
have an alternate, with full attendance and voting powers to stand-in for the
representative. The cities among any region could choose to rotate the
representative in any manner they determine and the Board of Supervisors could
approve ay applicant who was qualified to sit on the commission.
Riverview Fire Commission feels this regional approach is appropriate. It gives
representation to cities, unincorporated areas and industry. It prevents any one
region from dominating the commission and it allows the Board of Supervisors to
consider all qualified applicants.
We strongly urge the Board of Supervisors to give serious consideration to this
regional approach proposed by the Riverview Fire Commission in the formation of
the future consolidated Contra Costa Fire Commission.

RESOLUTION OF THE LOCAL AGENCY FORMATION COMMISSION (LAFCO)
OF CONTRA COSTA COUNTY
MAKING DETERMINATIONS AND APPROVING THE
COUNTY FIRE DISTRICTS REORGANIZATION
RESOLVED, by the Local Agency Formation Commission that:
Pursuant to Title 5 , Division 3, commencing with Section 56000 of
the Government Code, the Contra Costa County Board of Supervisors
has submitted its Resolution of Application No. 94/90 proposing
to:
a) annex to the' Contra Costa County Fire
Protection District all territory presently
within the Oakley, Orinda, Pinole, Riverview
and West County Fire Protection Districts
and a portion of the territory of the Bethel
Island Fire Protection District; b) dissolve the
Oakley, Orinda, Pinole, Riverview, and West
County Fire Protection Districts ; and c) detach a
portion of the territory of the Bethel Island Fire
Protection District .
The Executive Officer reviewed the proposal and prepared a
report, including her recommendations therein; the proposal and
report having been presented to and considered by this
Commission; and
This Commission called for and held a public hearing on the
proposal on April 13, 1994 . At the hearing, the Commission heard
and received all oral and written protests , objections and
evidence which were made, presented or filed, and all persons
present were given an opportunity to hear and be heard with
respect to this proposal and the Executive Officer's Report; and
This Commission finds the proposal to be Categorically Exempt
(Class 20) from environmental review pursuant to , the California
Environmental Quality Act.
NOW, THEREFORE, the Local Agency Formation Commission DOES HEREBY
RESOLVE, DETERMINE AND ORDER as follows :
1 . The proposal is approved.
2 . The boundary for that portion of territory being detached
from Bethel Island Fire Protection District and concurrently
annexed to Contra Costa Fire Protection District is approved
as submitted andShownin attached Exhibit A. The
,,boundaries for the dissolved Oak1qy, Orinda, Pinole,
Riverview and West County Fire Pr6tection Districts are
Resolution No. 94-20 2
as shown on the maps included with Board of Supervisors
Resolution No. 94/90 .
3 . The territory is found .to be inhabited and is assigned the
following short-term designation: County Fire Districts
•Reorganization (LAFC 94-20) " .
4 . Affected territory shall be subject to minor amendments
to the original terms and conditions of Board of
Supervisors Resolution No. 94/90 made by LAFCO on April
13 , 1994 with the concurrence of County representatives
as shown on the attached Exhibit B.
5 . Pursuant to GovCode Section 56029 (d) , the Board of
Supervisors is designated the Conducting Authority. Said
Board is authorized to conduct proceedings for the
reorganization pursuant to GovCode Section 57081 and is
further authorized to order the reorganization without an
election, except as otherwise provided in Subdivision (b) of
said Code Section.
6 . Nothing in this resolution making determinations and the
resolution of application is intended .to, nor shall it any
way, modify or reduce the discretion, privileges and
immunities provided the fire districts involved with this
reorganization by the provisions of Division 3 . 6 (commencing
at Section 810) of the California Government Code for any
actions or lack thereof , and nothing herein shall impose any
additional mandatory duties on such districts .
7 . The Executive Officer is hereby authorized and directed to
mail certified copies of this resolution as provided in
Section 56853 of the Government Code.

SUBJECT: Application to the Contra
Costa County Local Agency
Formation Commission to Amend
the SOI of and Annex Territory
to the Contra Costa County Fire
Protection District; Dissolve

Riverview and West County Fire
Protection Districts and to
Detach Territory from the
Bethel Island Fire Protection
District
(Gov. Code 99 56652 , 56428)
The Board of Supervisors of the County of Contra Costa, acting as the
governing board of the Bethel Island, Contra Costa County, Oakley, Orinda,
Pinole, Riverview and West County Fire Protection Districts, hereby requests
that the Local Agency Formation Commission of Contra Costa County
concurrently 1) amend the sphere of influence of the Contra Costa County Fire
Protection District, 2) approve the annexation of all territory of the
Oakley, Orinda, Pinole, Riverview and West County Fire Protection Districts
and a portion of the territory of the Bethel Island Fire Protection District
to the Contra Costa County Fire Protection District, 3) dissolve the Oakley,
Orinda, Pinole, Riverview and West County Fire Protection Districts, and 4 )
detach a portion of the territory of the Bethel Island Fire Protection
District:
1 . This proposal is made pursuant to the Cortese-Knox Act, Government Code
section 56000 et seq.
2 . The nature of this proposal is a reorganization consisting of 1) the
annexation of the entire territory of the Oakley, Orinda, Pinole,
Riverview and West County Fire Protection Districts and a portion of the
territory of the Bethel Island Fire Protection District to the Contra
Costa County Fire Protection district, along with a concurrent amendment
of the sphere of influence of the Contra Costa County Fire Protection
District to accommodate the annexation, 2) the concurrent dissolution
of the Oakley, Orinda, Pinole, Riverview and West County Fire Protection
Districts, and 3) the concurrent detachment of a portion of the
territory of the Bethel Island Fire Protection District. It is
contemplated that the provision of all fire protection services will be
assumed throughout the annexed territory by the Contra Costa County Fire
Protection District and that the Oakley, Orinda, Pinole, Riverview and
West County Fire Protection Districts will dissolve and cease
operations .
3. The boundaries of the territory to be annexed, and of the sphere of
influence amendment, are set forth in Attachment A. {map{s} of area)
The boundaries of the territory to be detached are set forth in
Attachment B.
4 . The terms and conditions proposed for the change of organization are as
follows:

a. All equipment and other personal property, all real property and
all records, funding, rights, liabilities and assets, whether
tangible or intangible, of the Oakley, Orinda, Pinole, Riverview
and West County Fire Protection Districts shall be combined with
the property, rights and obligations of the Contra Costa County
Fire Protection District. However, any equipment acquired by a
fire district through donation shall continue to be assigned to the
area for which the equipment was intended at the time of donation.
The Board of Supervisors, as the Governing Board of the Districts,
shall take whatever measures are necessary to effect these actions .
b. Any benefit assessments or development fees associated with any
existing fire district shall be restricted for use in the area of
the consolidated district that corresponds to the territory of the
former fire district in which the revenue source was implemented.
C . The Chief of the Riverview Fire Protection District will become the
acting Chief of the Contra Costa County Fire Protection District:
d. All other employees of the Orinda, Riverview and West County Fire
Protection Districts will become employees of the Contra Costa
County Fire Protection District in the positions they hold at the
time of annexation.
e. All employees of the Contra Costa County, Orinda, Riverview and
West County Fire Protection Districts are employed in identical
Merit Systems administered by Contra Costa County. The rules for
those Merit Systems are contained in the Personnel Management
Regulations which will remain in effect for all employees unchanged
for the merged fire service.
The terms and conditions of employment of the represented employees
of the Contra Costa County, Orinda, Riverview and West County Fire
Protection Districts are governed in part by a memorandum of
understanding between the respective fire protection districts and
United Professional Firefighters, I .A.F.F. , Local 1230, which has
expired but the terms of which are continued by operation of law.
Those terms and conditions of employment shall continue to remain
in effect as provided in said memorandum of understanding unless
and until they are changed by agreement of the parties, or by
lawful action by the respective fire protection districts
individually so long as they exist, or by the Contra Costa County
Fire Protection District.
f . The Oakley Fire Protection District will become a reserve division
of the Contra Costa County Fire Protection District, known as the
Oakley Reserve Division. Fire protection services will continue to
be provided by traditional paid-on-call personnel. It is the
intention of the Board of Supervisors to continue the paid-on-call
system unless future circumstances suggest that the system is no
longer effective, in which case, the policy decision to alter or
augment the system will be made by the Board of Supervisors .
g. The chief officers of the Oakley Fire Protection District shall be
placed in non-merit system positions in the Oakley Reserve Division
of the Contra Costa County Fire Protection District as follows:

h. All other employees of the Oakley Fire Protection District will be

their present positions .

i . All employees of the Oakley Fire Protection District, as employees
of the Oakley Reserve Division of the Contra Costa County Fire
Protection District, shall be paid at the level and on the basis
they are paid at the time of this Reorganization.
j . All employees of the Oakley Fire Protection District, as employees
of the Oakley Reserve Division of the Contra Costa County Fire
Protection District will be eligible only for benefits being
received at the time of this Reorganization unless otherwise
authorized by the Board of Supervisors .
k. This application takes into account the fact that the Pinole Fire
Protection District has no employees and that no employees of the
Bethel Island Fire Protection District are affected by the
detachment.
1 . With this change of organization to add territory to 'the Contra
Costa County Fire Protection District, it (the Contra Costa County
District) as it now exists shall remain in existence for the
purposes and continued application of the Fire Protection District
Laws of 1961 and 1987 .
M. The Board of Supervisors shall direct the Contra Costa County Fire
Protection District Fire Chief to investigate the creation of an
Urban/Wildlands interface zone to include certain areas of the
current Contra Costa County, Moraga, Orinda and West County Fire
Protection Districts . Property taxes paid in the Orinda area would
be restricted for expenditure within any such zone.
5 . The reason for this proposal is to allow the provision of better and
more economic fire protection services . Upon reorganization of the
existing fire districts, the Contra Costa County Fire Protection
District will use its best efforts to maintain the following minimum
standards of existing service levels :
a . While allowing for station relocation within a former district,
average and maximum response times, as measured from existing fire
stations to the area served by those stations, will be maintained.
It is the intention of the Board of Supervisors that the current
number of fire stations in the existing districts will not be
reduced.
b. The existing Incident Command System ( I .C.S. ) , utilizing engine
company personnel , chief officers and staff as commonly utilized in
the fire service in California will be continued.
C . Support services , as measured by inspection and abatement service
levels, development plan review service levels and disaster
preparedness coordination effort will be maintained.
d. Emergency medical training, wildlands fire training, hazardous
materials training and other specialized training based on local
area needs will be provided as necessary within each of the former
districts .
e . Capital equipment and improvements , as measured by existing number
of stations , and the response capabilities of existing engines and
ambulances will be maintained. Efforts to improve the water supply
systems, (hydrants, mains, etc. ) will be continued.
Efforts to maintain the standards will be equitably applied
throughout the reorganized district and among the former merit
system districts . Should funding levels decline from those in
existence at the time of reorganization, reduction in standards
will be equitably applied throughout the reorganized district and
among the former districts .
6 . The proposal is not consistent with the present sphere of influence of
the Contra Costa County Fire Protection District or the present spheres
of influence of the Bethel Island, Oakley, Orinda, Pinole, Riverview and

West County Fire Protection Districts but would be consistent with the
amended sphere of influence proposed herein for the Contra Costa County
Fire Protection District.
