Dear Chairman Powers :
This is to inform you that we have made offers to several
central and east county communities to accept their municipal
waste on a short or long term basis at reasonable costs and with
full environmental indemnity.
I have enclosed the copy of a letter I sent to those
communities which contains the initial offer. This same offer is
available, _to Contra ..Costa. County, should you be interested.
While.: Contra 4 Costa may., not=.have- the ability to direct` a
large., amount: of :.waste, -I:. know there are several other issues
regarding waste disposal that you are vitally interested in.
Also, since you know .,how. high disposal costs have been in recent
years at the Acme-Keller- facilities I hope our proposal can be
viewed as another way to cut the high costs while also addressing
your other concerns .
The Richmond Sanitary Service and associated companies
believe that they can provide.. a much lower disposal rate and
better terms than any others that have been offered to you to
date .
Our companies also recognize that you are in litigation with
the Acme Fill Corporation, but this litigation should not force
you to accept a rate which .will be .higher than the one that you
could obtain on the open, competitive market .
Moreover,_. :we 'are . also sensitive 'to the fact - that there are
closure :costs'..:associated with Acme' Fill and fees which support
vital community and mitigation services . These issues we are
prepared to :discuss as well .

Dear Mr. Blubaugh,
The purpose of this letter is to offer up the solid waste
disposal system that has been developed by Richmond Sanitary
Service (RSS) and its affiliated companies over the past decades
as a solution to the solid waste disposal requirements of your
rate payers .
The solid waste- disposal system developed by RSS includes
two operating landfills, the Potrero Hills Landfill owned and
operated by Potrero Hills Landfill, Inc . (PHL) and the West
Contra Costa Sanitary Landfill operated by West Contra Costa
Sanitary Landfill, Inc . (WCCSL) . The two landfills which make up
the RSS disposal system are well located to , serve the
requirements of all of Contra Costa County.
Both the WCCSL and Potrero Hills Landfill are permitted to
receive direct haul waste from all types of collection vehicles .
This unique advantage allows solid waste collectors flexibility
as to whether or not each load of waste must be.,processed through
a transfer station. RSS believes that its disposal system is the
only one located proximately to Contra Costa County that can
offer this direct haul option to its customers .
The fact that RSS' system includes two landfills provides
you with flexibility in providing for the disposal requirements
of your ratepayers and, at the same time, allows the landfills
the flexibility to reassign waste from one facility to another to
the extent required in the process of securing permitting for
future deliveries of waste .

RSS envisions the utilization of Potrero Hills over the long
term based upon its vast capacity, state of art design, and
relatively low development and operating costs . As you may know,
Potrero Hill' s competitor in the landfill business, BFI and Boyd
Olney .(with interests in Keller Canyon and the Acme Transfer
Station) have intervened in the current hearings regarding
issuance of a permit for expansion of Potrero Hills . Frankly, we
believe that the efforts of BFI-Olney arise from their interest
in limiting the competition for waste from -Contra Costa County.
We believe that Acme is anxious to have a stream of waste
going through its transfer station and on to Keller Canyon so
that Acme can receive the associated revenue, extract a fee to
cover its $80, 000, 000 . 00 (approx. ) closure -shortfall, and assure
the flow of royalty payments from Keller Canyon to its original
developer - Mr. Olney. The arguments advanced by BFI tend to
focus on relatively arcane, procedural aspects of the law and
Potrero Hills Landfill will resolve those issues over the next
few months .
In the interim, WCCSL has the ability to accept the waste
from Contra Costa at the WCCSL facility while PHL completes its
expansion permit in Solano County. The ability to meet the
current and long term needs of Contra Costa with two landfills
that can receive both direct haul and transferred waste
distinguishes the RSS alternative . Moreover, both Potrero Hills
and the WCCSL are on tract to full funding of their landfill.

make up huge financial deficits like those at Acme that arose
while Acme was in use . The closure charges at WCCSL and Potrero
Hills are designed to finance closure with current waste receipt
and are projected over the permitted life of the landfills .

landfill business and that the pricing of landfill disposal will
continue to respond to the competition over the coming years .
Therefore, we would be willing to. enter into either a short term
agreement or a long term agreement - both with a full
environmental indemnity. I am confident that we can present the
lowest cost alternative to your ratepayers over both the short
and long term.

Dear Supervisors:
Enclosed is correspondence relative to a $112 tax bill we received
for a fire inspection.
Our congregation vehemently protests this additional grab on money
given to the Lord for His mission. We believe this fee is way out
of line and imposes a severe burden of taxation upon our members
who already pay enough in taxes. We are ashamed of your action in
imposing yet another tax on the people you are elected to
represent.
Please send us information on acquiring an exemption or waiver of
this tax.

Dear Reverend Jordan:
Per your request on how you may appeal, contest or receive an exemption from the annual
permit fee imposed upon your congregation and church. I am unable to waive the fee.
Please be advised the Contra Costa County Board of Supervisors imposed such fee's to cover
the costs of such state required inspections.
