WHEREAS, a significant number of accidents has occurred on .the section of State Highway 4 from San Pablo Avenue to Cummings Skyway; and WHEREAS, a significant number of deaths has also occurred on this section of Highway 4; and. WHEREAS, it has been a practice of the California Department of Transportation to post extremely dangerous sections of State highways as Daylight Test Sections as a reminder to drive safely; and WHEREAS, this designation causes drivers to turn on their headlights and warn other drivers of their presence and location on the road; and WHEREAS, Highway 4 is a substandard roadway in the area between San Pablo Avenue and Cummings Skyway and carries many more average daily trips than it was designed to carry; and WHEREAS, this is not recognized as a permanent solution. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hercules that State Highway 4, between San Pablo Avenue and Cummings Skyway, be designated by the California Department of Transportation as.a Daylight Test Section.
