Martinez, Executive Director DATE: May 10, 1994 SUBJECT: RESOLUTION APPROVING SUBMISSION OF APPLICATION FOR A FAMILY INVESTMENT CENTER SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: ADOPT Resolution No. 3707 authorizing submission of an application for Family Investment Centers funding to. provide additional services at the Los Deltas Housing Development in North Richmond and-the E1 Pueblo Housing Development in Pittsburg, and AUTHORIZE the Executive Director to submit any additional information in support of the application which may be required by HUD. II. FINANCIAL IMPACT: The Department of Housing and Urban Development will make available $74,000,000 under its Notice of Funding Availability (NOFA) dated February 28, 1994. The maximum grant amount per applicant under this NOFA is $1,000,000. III. REASONS FOR RECOMMENDATION/BACKGROUND: On February 28, 1994 the Department of Housing and Urban Development published a Notice Of Funding Availability (NOFA) in the Federal Register for Public and Indian Housing Family Investment Centers (FIC) . FIC provides funding to housing authorities to access educational , housing, or other social service programs to assist public and Indian housing residents toward self-sufficiency. Grants of from three to five years in duratiion will be provided to housing authorities, depending upon the activities undertaken. The Housing Authority of the County of Contra Costa wishes to submit a Family Investment Center application in an effort or provide additional services at Las Deltas in North Richmond and E1 Pueblo in Pittsburg. FIC funds will be used to mobilize public and private resources to expand and improve delivery of services, to provide funding for essential training and support services that cannot otherwise be funded, to improve the capacity of management to assess the training and services needs of eligible families, to coordinate the provision of training and services that meet such needs and to ensure the long-term provision of such training and services. HUD expects that this funding will demonstrate the importance of comprehensive support services in contributing to local neighborhood revitalization. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3707, the Housing Authority of the County of Contra Costa would be unable to submit an application for funding under the Family Investment Centers Notice of Funding Availability and would be ineligible for a possible $1,000,000 in Federal Funding. THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3707 AUTHORIZING SUBMISSION OF APPLICATION FOR BOTH SUPPORTIVE SERVICES AND RENOVATION/CONVERSION ACTIVITIES FOR A PUBLIC HOUSING FAMILY INVESTMENT CENTER r WHEREAS, the Department of Housing and Urban Development has issued a Notice of Funding Availability for Public and Indian Housing Family Investment Centers; and, WHEREAS, the Housing Authority of the County of Contra Costa desires to submit an application for both supportive services and renovation/ conversion activities under the Notice of Funding Availability for Public and Indian Housing Family Investment Centers: NOW, THEREFORE, BE IT RESOLVED the following certifications are made: a. That the Housing Authority of the County of Contra Costa has implemented a Family Self-Sufficiency program; b. That the Housing Authority of the County of Contra Costa will commit to its Family Investment Center a portion of its ten percent (10%) management improvement allocation under the Comprehensive Grant Program (CGP) ; c. That Family Investment Center funding will not duplicate any other HUD funding, including CGP funding; d. That the activities assisted under this program will be carried out in compliance with: 1. The requirements of the Fair Housing Act (41 U.S.C. 3601-3619) and implementing regulations at 24 CFR parts 100, 107, 109, 110 and 121; and Executive Order 11063; and implementing regulations issued at 24 CFR part 1. 2. The prohibitions against discrimination on the basis of age under the Age Discrimination Act of 1975 and implementing regulations at 24 CFR part 146; the prohibition against discrimination against individuals with disability under section 504 of the Rehabilitation Act of 1973 and implementing regulations at 24 CFR part 8 and Title II of the American with Disabilities Act of 1989 and implementing regulation at 28 CFT Part 35; and the requirements of Executive Order 11246 and the implementing regulatinos issued at 41 CFR chapter 60; 3. The requirements of Section 3 of the Housing and Urban Development Act of 1968, 12 U.S.C. .170lu and implementing regulations at 24 CFR part 135; and, 4. The requirements of Executive Orders 11625, 12432 and 12138. e. That the Housing Authority of the County of Contra Costa will include in any contract for renovation or conversion (including combining of-units) on the premises of the Housing -1- Authority developments to accommodate the provision of supportive services under this program, a requirement that all laborers and mechanics (other than volunteers under the conditions set out in 24 CFR part 70) shall be paid not less than the wages prevailing in the locality, as predetermined by the Secretary of Labor pursuant to the. Davis-Bacon Act (40 U.S.C. 276a-275a-5) ; 1. The Housing Authority will include in such contracts a requirement that all architects, technical engineers, draftsmen, and technicians (other than volunteers) shall be paid not less than the wages prevailing in the locality as determined by HUD; and, 2. The Housing Authority will pay such wage rates to its own employees engaged in this work. The Board of Commissioners hereby adopts and approves the above certifications and authorizes submission of an application for both Supportive Services and Renovation/Conversion activities under the Family Investment Center Notice of Funding Availability dated February 28, 1994.
