I. RECOMMENDED ACTION:
APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act
Class 4h Categorical Exemption, and DIRECT the Director of Community Development to file
a Notice of Exemption with the County Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the
County Clerk for filing of the Notice of Exemption.
II. FINANCIAL IMPACT:
The estimated project cost is $500,000, funded by Landscape/Lighting Assessments, Zone 38
(90%) and Park Dedication Trust Fund fees (10%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The proposed Rodeo Creek Trail will provide the unincorporated community of Rodeo with a
pedestrian/bicycle trail that will be approximately 1.5 miles long and provide a link between the
older section of town and the newer housing and shopping areas. The community has used the
existing flood control access road along Rodeo Creek as an informal trail for many years. This
project will make the trail handicap accessible, provide an asphalt surface to accommodate

various non-motorized modes.of travel such as bicycles, skates, etc., and plant drought resistant
indigenous trees and shrubs to enhance the users' visual enjoyment. The proposed improvements
consist of minor grading, striping, paving and landscaping. The proposed improvements will neither
inhibit nor impede the function of the flood control channel.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because it consists of minor alterations in the conditions of the land by creating bicycle lanes
on existing right-of-way per Section 15304 of the CEQA Guidelines. No removal of scenic trees will
occur as a result of the project.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize
funding.

SUBJECT: MANDATORY REFERRAL FOR GENERAL PLAN CONFORMANCE
Community Development staff has reviewed the attached project, CP 94-_L�_ to determine
if mandatory referral for General Plan Conformance, as required by Section 65402 of the
Government Code, is necessary.
The project needs no further mandatory referral clearance from County staff subject to the
following actions:
(vYl This project has been determined to be exempt from 65402 review.
( ) This project has been determined to be exempt from 65402 review in
accordance with the Board of Supervisors Resolution 81/522 because the
project involves a road alignment project of a minor nature.

GENERAL CONSIDERATIONS:
1. Location:The proposed Rodeo Creek Trail is located in the West County area in the
Town of Rodeo (Figure 1). The existing flood control access road along Rodeo
Creek will be used for the proposed trail, which will extend from Investment Street
south to Mariners Pointe Court (Figure 2). The Rodeo Creek Trail will pass through
residential and commercial neighborhoods.
2. Project Description: The proposed project consists of minor grading, striping, and
paving work to construct the bike lanes within the existing right-of-way of the flood
control access road. The proposed project may also include landscaping and
associated features. Any proposed landscaping design shall consider native, drought-
tolerant plant materials. Existing public sidewalks at Willow Avenue will be utilized
to bypass the Highway 80 and Rodeo Creek intersection. Upon completion of this
project an approximate 1.5 mile pedestrian and bicycle link will be provided between
the oldest section of downtown and the newest subdivision on the outskirts of town
(Figure 2).
