SUBJECT: Authorizing Submission of a JTPA 8% Cooperative Agreement Modification with
the California Department of Education (Agreement #92-06-03422-N356 Mod 1)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Board Chair to execute, on behalf of the County,
a Job Training Partnership Act State Education and Grants (SECG)
8% Funds Cooperative Agreement Modification (Agreement #92-06-
03422-N356 Mod 1), incorporating 1991-1992 carryin monies in the
amount of $49,092 ($24,546 in JTPA 8% funds and $24,546 in state
matching funds) for the period July 1, 1992 through
June 30, 1994, and further, authorize the Executive Director,
Contra Costa County Private Industry Council, to make non-
substantive changes to said document as may be required by the
State Department of Education.
II. FINANCIAL IMPACT:
None. 100 percent Federal and State funds.
III. REASONS FOR RECOM!lENDATION/BACKGROUND:
By its action on June 9, 1992, the Board authorized execution
and submission of a JTPA/SECG 8% Cooperative Agreement -(#92-06-
03422-N356) for $233,668 ($116,834 of Job Training Partnership
Act (JTPA) 8% funds and 'a state match, of $116,834) for the
period of July 1, 1992 through June 30, 1993.
Subsequently, the, State Department of Education unilaterally
extended the term of this agreement to June 30, 1994.
The State Department of Education recently identified the
availability to Contra Costa County of an additional $49,092 in
1991-92 carryover funds. In order to utilize these additional
funds the 1992-1993 Cooperative Agreement must be amended.

Under this Agreement,the California Department of Education shall provide JTPA 8%and State matching funds to designated
Service Delivery Areas or Coordinating Agencies to support the JTPA-GAIN program. Provision of any state or federal funds is
contingent upon funding availability.
Under this agreement,the signatories below assure that they shall fully comply with the requirements of JTPA, FESA, and GAIN
and that the program shall be conducted in accordance with the terms of this Cooperative Agreement,the accompanying
Agreement Provisions and Standards of Conduct, Fund Management and Reporting Requirements and any program directives
issued by the grantor agencies.
The California Department of Education recognizes the signature on line 1 as that of the designated official responsible for
the administration of this program. Complete lines 2 and 3 only if local consent/approval is required.

THE FOLLOWING PROVISIONS MUST APPLY WHEN SERVING JTPA/GAIN participants who have been certified and are eligible to
participate in the program.
o JTPA 8%50%and State matching funds will be used for the following services identified as Priority 1 Services: basic educa-
tion,GED preparation,and ESL instruction.
o If Priority 1 services are adequately provided by the JTPA 8%and State matching funds,other existing resources,or are not
required in the area, Priority 2 services may be provided with JTPA and State Matching funds. Priority 2 services are: coun-
seling and guidance,assessment,pre-employment competencies,work matLirity competencies,and job development and
placement.
o Educational services must be competency-based(including open/entry and open/exit)to meet the individual needs of the
JTPAIGAIN clients.
o JTPA/GAIN clients will be assessed and an individual employability plan prepared for each client in order that services offered
meet individual needs.
o Ongoing assessment of attained competencies will be carried out at eight-week intervals.
