HomeMy WebLinkAboutMINUTES - 04261994 - S.2 P TO: BOARD OF SUPERVISORS ' 'L . • Contra FROM: Supervisor Tom Torlakson ;, Costa Supervisor Jeff Smith County DATE: April 26, 1994 (Supplemental Agenda) SUBJECT: PROPOSAL TO DISTRICT HOSPITALS FOR CONSOLIDATED ADMINISTRATION WITH THE CONTRA COSTA HEALTH SERVICES DEPARTMENT SPECIFIC REOUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: ( 1 ) Direct the County Administrator, the Health Services Director and County Counsel to develop a proposal for presentation to the district hospitals recommending consolidated administration ( functional integration) with the county Health Services Department. (2 ) Additionally, direct that consideration be given to actual consolidation of the districts, pros and cons, and direct staff to report back on the steps that would need to be taken with the district hospitals and LAFCO. ( 3 ) Initiate merger discussions with East Bay Hospital to see if this hospital would like to functionally integrate its administration with the proposed joint administration under the County Health Services Department. BACKGROUND INFORMATION: One unified health services and hospital administration would facilitate a more comprehensive health system for Contra Costa County and one that would provide more services more cost effectively. Taxpayers support cost effective reinventing of government and consolidation of service systems. In the field of health care, merger and consolidation. are major trends to contain costs and improve services . A single health services and hospital administration for Contra Costa' s public hospitals would be a very cost-effective measure and would achieve service delivery efficiencies . It is likely that over a million tax dollars per year could be saved annually with a consolidated health services administration. Full utilization of all facilities and avoidance of both administrative and program duplication would, be enhanced by forming a single administration. At the conclusion of the Board's discussion on this matter, the Board DIRECTED the County Administrator, Health Services Director, and County Counsel to develop a proposal for presentation to the district hospitals recommending a consolidated administration with the County Health Services Department for report to the Board on May 24, 1994. Because of the many facets of the county's responsibility beyond providing basic emergency hospital care and acute care--such as protecting public health, fighting communicable diseases, preventing substance abuse, promoting programs to reduce perinatal risks, promoting wellness, protecting the public from environmental health hazards, providing mental health services, and providing a variety of clinical services to the public of all income levels and geographic locations in Contra Costa County--the County Health Services administration has a more comprehensive approach than any single hospital district administration. Additionally, our staff has experience in multi-hospital campus administration.
