RECOMMENDATION
1. Open the hearing on the proposed General Plan Amendment,
North Concord Homeless Shelter and Administrative Office and
Warehouse projects.
2 . Close the hearing and adopt a motion declaring the Board's
intent to approve the items listed under "RECOMMENDED BOARD
ACTIONS" .
3 . Direct staff to prepare findings for Board adoption.
4 . Continue the matter to the May 10, 1994 agenda for final
Board decision.
RECOMMENDED BOARD ACTIONS
1. ) Certify the adequacy of the Final EIR as recommended by
the Zoning Administrator.
2 . ) Approve the general plan amendment contained in
Resolution #16-1994 as recommended by the County Planning
Commission subject to the proposed modification described
below.
3 . ) Direct staff to include the general plan amendment in the
next consolidated general plan amendment adoption action.
4 . ) Adopt the findings containedin Exhibit I pertaining to
the proposed Homeless Shelter at #2047 Arnold Industrial
Way in the North Concord area.

5. ) Approve and authorize the establishment of a permanent
County Homeless Shelter at #2047 Arnold Industrial Way.
6. ) Direct staff to initiate an application with the Central
Contra Costa Transit Authority (CCCTA) to extend transit
service to the North Concord Homeless Shelter including
provision of a bus-stop along the shelter frontage.
7. ) Approve and authorize the establishment of an
administrative office and warehouse at #2099 Arnold
Industrial Way in the North Concord area for the County
Homeless Program.
8. ) Direct the Community Development Department to file a
Notice of Determination with the County Clerk.

BACKGROUND
The background to the .proposed North Concord (Central County)
Homeless Shelter and General Plan Amendment is described in the
April 5, 1994 County Planning Commission Staff Report.
COUNTY PLANNING COMMISSION REVIEW OF PROPOSED GPA
The County Planning Commission heard the proposed GPA .on April 5,
1994 . Prior to the hearing the Commission received and considered
letters from the Cities of Antioch (dated 2/18/94) , Walnut Creek
(dated 2/10/94 & 4/5/94) , Lafayette (dated 4/5/94) , and San Pablo
(dated 4/4/94) .
The Commission also received public testimony that the County:
• should not exclude consideration of County Homeless Shelters in
single family residential areas;
• should place qualifications on the proposed requirement to
provide transportation services, security and on-site
supervision for proposed shelters; and
• sh°buld modify the proposed GPA to specify that any shelters
proposed within incorporated areas shall comply with the
applicable policies and regulations of the respective city.
Based on this testimony, the Commission voted (5-2, Straus and
Accornero dissenting) to recommend to the Board modification's to
the staff proposal. The dissenters on the Commission were
concerned with the inclusion of single family residential
designated areas as possible sites for homeless shelters.

REVIEW OF PROPOSED GPA WITH MAYORS' CONFERENCE
On April 7, 1994, staff reviewed the proposed GPA, and
modifications recommended by the Commission, with the Mayors'
Conference. A memorandum dated April 7 from the Department was
distributed at that meeting. At that time, staff indicated that
the cities would be surveyed to learn of their policies for siting
of homeless shelters within their respective jurisdictions.
CITY HOMELESS SHELTER SITING POLICIES
On April 14, 1994, staff requested that cities within the county
;provide the County with a copy of their general plan policies
pertaining to the siting of shelters within their jurisdiction.
Not all cities have responded to date. The policies of the cities
who have responded are contained in a document entitled "Survey of
Homeless Shelter Siting Policies of the Cities within Contra Costa
County" , dated April 20, 1994 .
Of those cities who have responded to date, the survey has found
that more than half of the responding agencies identify areas in
their jurisdictions where homeless shelters may be located.
POLICY CONSIDERATIONS
Several cities have expressed concern about the language of the
general plan amendment relative to its impact on cities. While the
proposed GPA might appear to apply to cities, the general plan
amendment by law would not be applicable to incorporated areas.
The reference to incorporated areas is intended as an
administrative statement to guide the County should County homeless
shelters be considered within cities in the future.
If deemed appropriate, the Board may wish to clarify this aspect of
the plan amendment with modified text.
PROPOSED REVISION TO COMMISSION RECOMMENDATION
Staff has concerns with the Commission-recommended modification to
subject the establishment of County homeless shelters to the
policies and regulations of the respective city. By law, the
County General Plan is not applicable within incorporated areas.
It would therefore not be . appropriate to have the County General
Plan state that the County would comply with city policies and
regulations. The issue is not the plan but location of facilities.
Accordingly, staff recommends that this aspect of the Commission
modifications not be accepted.
Father than include such provisions in a general plan amendment,
, the Board could consider adoption of an administrative policy to
guide County actions in siting of any County Homeless Shelters
within incorporated areas. Such a County policy might require
compliance with City policies and regulations where the respective
city has designated an area for homeless shelters within its
boundaries. Based on discussions with cities, staff feels that the
County should abide by City policies in facility siting provided
that all sites are not precluded.

NORTH CONCORD FACILITIES
The proposed homeless shelter would provide shelter for up to 60
single adult homeless men and women year-round, and up to 100
single adult homeless men and women during the winter months.
The proposed administrative office and warehouse would be used (in
part) to centralize various administrative and storage functions
relating to the County homeless program serving the North Concord
shelter and other County homeless program operations. The facility
at 2099 Arnold Industrial Way would also be used for non-homeless
office and warehouse functions of the Housing Authority.

ADDENDUM TO ITEM H.5
APRIL 26, 1994
This is the time noticed by the Clerk of the Board of Supervisors for hearing on the
recommendation of the Contra Costa County Planning Commission on a proposed Homeless
Shelter General Plan Amendment, County File#GPA 3-93-CO to amend the Land Use and Public
Facilities/Services elements of the County General Plan to permit the establishment of County-
operated homeless shelters as an allowable use. The proposed amendment would affect all land
within Contra Costa County(including incorporated and unincorporated areas) except for certain
specified lands designated in the General Plan; and the recommendation of the Contra Costa
County Community Development Department staff on a proposal to establish a permanent County
homeless shelter at#2047 Arnold Industrial Way in the North Concord area; and to consider the
recommendation of the Contra Costa County Community Development Department staff on a
proposal to authorize placement of the County Homeless Program Administrative and Support
staff and to establish an administrative office and warehouse facility for the County Homeless
Program at#2099 Arnold Industrial Way in the North Concord area.
Dennis Barry, Community Development Department,presented the staff report on the
proposed amendment and the environmental impact report recommendations and he also
commented on the Contra Costa County Planning Commission.
The public hearing was opened and the following persons presented testimony:

Arlene Segal, 2121 N. California Boulevard, Walnut Creek;
Thomas Jacobucci, 2047 C Arnold Industrial Way, Concord;
Benita Harris, representing Phoenix Programs;
Merlin Wedepohl, 1070 Concord Avenue, #200, Concord, representing Shelter, Inc.
The public hearing was closed.
After discussion, the Board of Supervisors took the following actions:
1. CLOSED the hearing on the proposed Homeless Shelter General Plan amendment (GPA
3-93-CO);
2. DECLARED INTENT on the following actions: to certify the adequacy of the Final
Environmental Impact Report(EIR) as recommended by the Zoning Administrator,
approve the General Plan amendment as recommended by the County Planning
Commission as modified and with the flexibility for single family residential location, direct
staff to include the general plan amendment in the next consolidated general plan .
amendment adoption actions, adopt the findings as recommended pertaining to the
proposed Homeless Shelter at 2047 Arnold Industrial Way in the North Concord area,
approve and authorize the establishment of a permanent County Homeless Shelter at 2047
Arnold Industrial Way, direct staff to initiate an application with the CCCTA relative to
transit service to the shelter, approve and authorize the establishment of an administrative
office and warehouse at 2099 Arnold Industrial Way in the North Concord area for the
County Homeless Program, direct the Community Development Department to file a
Notice of Determination with the County Clerk;
3. DIRECTED staff to prepare findings for Board adoption and SET May 10, 1994 for final
decision on the matter.
The vote on the above actions was as follows:

4. DIRECTED the Director of the Growth Management and Economic Development
Department Agency and County counsel to develop for Board consideration an
administrative policy relative to locating County facilities for a homeless shelter in
incorporated areas and SET May 10, 1994, for final decision on the matter.
