COMMUNITY BASED ORGANIZATIONS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. For fiscal year 1994-95, allocate 50% of the Child Care Affordability Fund or
$125,000 to finance Social Service Department contracts with community based
organizations, and direct the Department to report back to the Finance Committee
on specific contract allocations. The allocation will be in the form of a loan to be
paid back to the Affordability Fund if other revenues are secured by the
contractors.
2. For fiscal year 1994-95, allocate 50% of the Child Care Affordability Fund or
$125,000 for child care services based on a plan to be presented to the Finance
Committee on May 9. The Social Service Department will work with the Contra
Costa Child Care Council in the preparation of the plan.
3. Schedule the allocation of funds to Social Service Department contractors for
review by the Finance Committee in October.
BACKGROUND:
On April 18, the Social Service Director advised the Committee of the funding status of
contracts, currently in effect with his Department, for fiscal year 1994-95. The Director
indicated that the Department cannot afford to finance $250,000 in contract costs for
community based organizations in fiscal year .1994-95. Currently, these contractors are
receiving one-time financing from the Child Care Affordability Fund. The Director
reported on each organization's efforts to secure other sources of funding for next fiscal
year. He estimated that the contractors will be short approximately $125,000 given
current county funding levels. (See attached reports)

.After hearing testimony from the Social Services Director and representatives from the
community based organizations, the Committee determined that the financing from the
Affordability Fund for these contracts should be reduced from $250,000 to $125,000, or
by 50%. The Committee's sentiment was that future funding for organizations, not
primarily involved in child care services, will be reduced further or eliminated in future
fiscal years. Also, the Committee determined that the $125,000 allocation be considered
a loan to these organizations, and to be paid back to the Affordability Fund if other
sources of revenue are secured. Finally, the Committee felt a follow-up review of these
policies should be revisited by the Committee in October.
The Committee determined that the remaining $125,000 from the Affordability Fund be
allocated for child care services. The Social Services Director and staff of the Child
Care Council were requested to work together to prepare a spending plan for review at
the May 9 Committee meeting.

On June 22, 1993, the Board of Supervisors acted upon the recommendations of the Finance Committee
to fund $250,000 in contracts with community-based organizations from the FY 93-94 Childcare
Affordability Trust Fund. Attachment #1 is a copy of the Board Order of June 22, 1993.
As the Board directed, the.Social Service Department issued an RFP for counselling services. Following
the RFP process, contracts were awarded to the Family Stress Center and the West Coast Children's
Center for the provision of counselling services. Attachment #2 is a copy of the Board Order adopted
by the Board which awarded the two counselling contracts and increased the contracts for Contra Costa
Child Care Council for its Child Care Resource and Referral Services and the Family Stress Center for
its Parent Aide Services.
On March 11, 1994, the Social Service Director met with representatives of the Alliance for Families and
Children to discuss the results of their efforts to obtain funding of their services from the funding sources
outlined in the June 22, 1993, Board Order and to discuss what actions on funding should be
recommended to the Finance Committee for the FY 94-95.
A status report on each of the contracts with community-based organizations is Attachment #3.

BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On May 18, the Board of Supervisors deferred consideration of the FY .1993-94 funding of Social
Service Department's Community Based Organization (CBO) contracts to allow time to consider the
funding request of the Alliance for Families and Children. In addition, the Board approved extension of
the contracts at their current funding level for one additional month with funding from their current
source, the Child Care Affordability Trust Fund. These CEO's provide a variety of services to the
residents of Contra Costa County:

County General Fund support for these worthwhile, albeit discretionary, programs was eliminated as part
of the FY 92-93 budget reduction plan for the Social Service Department. Subsequently, the Board
authorized a one-time loan from the Child Care Affordability Trust Fund to finance the contracts at
reduced levels for FY 1992-93. The contracts were to be funded, and the loan repaid, with parcel tax
revenues after the passage of Measure B in November 1992. However, the parcel tax did not receive
the requisite two-thirds majority.
The Alliance for Families and Children requested that $250,000 from the Child Care Affordability Trusi
Fund be allocated again to all of the contractors, except the West Coast Children's Center and
Mayflower Transportation. At the Committee meeting, the Alliance explained that neither agency had
attended the Alliance meetings and that the Alliance felt that priority should be given to non-profit Contra
Costa County- based agencies. However, during the meeting, it was explained that West Coast
Children's Center is moving to Contra Costa County and that Mayflower is an essential support service
to continued day activities for two severely developmentally disabled adults. After discussion, the
Committee agreed that it would be desirable to keep both the West Coast Children's Center and
Mayflower Transportation services. In addition, the Committee decided that the $5,800 used to
transition the RSVP program in FY 92-93 would be best allocated to child care referral and counseling
services provided by the Child Care Council. The Alliance's funding proposal, FY 92-93 contracts and

Last year,the Contra Costa Association for Retarded Citizens agreed to provide workshop services for two developmentally disabled adults for free
(previously funded at$8,550)if the County would provide the transportation services.

Alternate Funding
Apparently, the Social Service Department can claim federal/state funding for the Family Stress and
West Coast Children's counseling programs if the contracts are subject to an RFP. Consequently, the
Committee recommends a 4—month extension only, pending the RFP process. Any federal/state
revenue would be used to augment existing contracts, as recommended in the Alliance proposal.
The Child Care Council supported the "diversion" of FY 93-94 monies from the Child Care Affordability
Trust Fund. However, they emphatically stated that it should be for one year only. The Committee
agrees that future year funding should be subject to the RFP application and funding process for FACT
(Family and Children's Trust), CSBG (Community Services Block Grant and CDBG (Community
Development Block Grant) funding.

As a result of this RFP, the first two contracts will be
included in the Social Service Department Administrative
Expense Claim and therefore be funded 50% Federal, 35% State
and 15% County. The federal/state revenue will be $31, 167
(85% of $36, 667) to be allocated proportionately to the
second two contracts for the remainder of the fiscal year as
shown above.
BACKGROUND;
The Board of Supervisors action on June 22 , 1993 funded
eight contracts with 93-94 Child Care Affordability Trust
Fund revenues and identified two of those contracts which
were to be extended for four months only. The therapeutic
counseling services they provided were to be included in an
RFP and as a result of that process two new contracts were
to be awarded for the remaining eight months. As the result
of the RFP process the cost of these contracted services
would qualify for inclusion in the Administrative Expense
Claim. Also, it was the intent of the Board to augment two
other contracts (Family Stress Center contract #20-665-8 and
Contra Costa Child Care Council contract #20-387-20)
commensurate with the federal/state funding gained.
