SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AGREE to establish an Advisory Board for the Center for Health in North Richmond and APPROVE
appointment of the following applicants to the Advisory Board. Please see the attached applications for more
detail on the qualifications of these candidates.

BACKGROUND:
A Center for Health in North Richmond is being established pursuant to the settlement agreement with the
General Chemical Corporation following a major toxic release incident from their facility in July 1993. The
Center for Health will provide a range of primary care and public health services, community health
promotion and prevention programs, and other community-based projects to North Richmond and
neighboring communities in San Pablo and Richmond. The Advisory Board to the Center for Health will
work with the Health Services Department to design the Center and will provide continuing oversight and
advice regarding program operations. The Advisory Board will also make recommendations to the Health
Services Department and the Board of Supervisors on emerging health priorities and concerns within the
community. It will act as, a link with other key community organization and groups in the area to ensure
open communication and encourage coordination of local efforts to improve health in the area.
The Health Services Department is reviewing additional applicants and may recommend other appointees
at a future date.

Advisory Board for the new Center for Health which will
serve the residents of the North Richmond area and
neighboring. communities.

Mrs. Doris Brown has a B.S. and Nursing Degree and has
served as a Registered Nurse in critical care, coronary care
instruction and supervision in facilities in Los Angeles and
the Bay Area (hospitals include Los Angeles County,
Mendocino State Hospital, Providence in Oakland, Merrit,
and Doctors in Pinole) . Her volunteer work has included
Patient Services for the Aids Project of Contra Costa for 07
years (formerly the Contra Costa AIDS Task Force) and their
representative to the California-LIFE lobby for 2 years. She
has served as a volunteer with Tranquilium Center in
Richmond and in Parchester Village serves as our Financial
Secretary and liaison with the Community Police Program.
She is also a Commissioner with the Richmond, Human
Relations Commission.

As Executive Director of Community Housing Development Corporation
(CHDC) the only community based non prof t housing development
organization we have tackled the probleRlight and deterioriza-
tion in the area. CHDC has developments in the County and City
including plans for a 91 home ownership project and a 51 unit
Senior citizen housing development. CHDC puts on workshops to
aid potential home buyers in qualifying for a home mortgage.
This includes issues concerning blight and on going maintenance.

Experience in property development which includes analyzing the
feasibility of a project fundraising and leveraging resources.
I am currently working to revitalize the North Richmond area.
This given me a ongoing relationship with the community and
hands on knowledge of propbrty trends. All the above requires
good communication skills ea well as problem solving.
What other spades interests or accomplishments do you feel aro relevant to starving on this Board?
CHDC has a interest in making the Center for Health a comprehen-
sive development including other services and possible retail.
This could be a very significant development for the area which
could trigger other public 8 private investment in North Richmond .

Lhe changes that need to be made with regard to euvlruitmental health and safety iesuas.
My activities include several interviews with television, radio and the printed mediae
testimony at legislative hearizige, attending community meetings and writing letters
to. govcrncuenL officials.

1. Investigated use of Hazardous Materials in Contra Costa County.
During 1992-1993, as a member of that former Coiitrg Costal
County Grand Jury, I participated in an investigation which
revealed evidence that the public health was at risk because
the integrity of inspections had been compromised. These
findings were published in our report number 9301. Our reoommenda-•
tions were accepted by the Contra Costa County Board of Supervisors.

I received this award for "pioneering" reoyclinig at my
McDonald's Restaurant in San Pablo in 1991.
