CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on _April 26, 1994 by the following vote:

SUBJECT: Status of the Library
The Board received a letter dated April 12 , 1994, from
Peg Kovar, Executive Secretary, Contra Costa County Mayors'
Conference, advising that at its April 7 meeting, the majority of
the cities agreed with the recommendations of the City/County
Relations Committee regarding seven principles for City/County
cooperation in the provision of library service. (A copy of the
letter is attached and included as a part of this document)
Phil Batchelor, County Administrator, commented on the
feasibility of increasing the level of library service from 24 to
28 hours weekly. He advised that the cities have indicated that
if the County can affect a work rule change that will increase
the hours up to 32 and possibly 34, that the cities would then be
willing to consider funding up to perhaps .40 hours.
Gwen Regalia, City/County Relations Committee,
expressed the belief that the action taken at the Mayors'
Conference is an effort on the part of the cities to work with
the County and with the employees to extend library services.
She expressed the hope of continuing in this effort to allow for
libraries to be open for more hours in the coming year. She
cautioned that this is only a temporary fix and spoke on the need
to identify or develop a better funding source.
Henry L. Clarke, Local 1, and Jim Hicks, AFSCME,
expressed concern with any possible work rule changes, relating to
staff scheduling. They proposed that any changes in staff*
scheduling should be voluntary.
Chairman Powers referred to this issue as a three-way
partnership (the County, the employees, and the cities) and spoke
on the need for all parties to be flexible and to recognize the
potential for change , in order to provide library services. He
expressed concern that unless the need for change is addressed,
the County may have a situation where in order to balance the
budget, there will have to be layoffs.
IT IS BY THE BOARD ORDERED that the letter of the
Contra Costa County Mayors' Conference is REFERRED to the County
Librarian and County Administrator.
