RECOMMENDATIONS:
1 . In response to the request of Supervisor Bishop, the General
Services Department has prepared a report on the County
communications . systems indicating the following important
factors with. regard to the County communications systems:
a. The County has substantially reduced telephone costs
by prepaying the telephone bill for ten years for a
fully integrated County-wide telephone system.
b. The prior purchase of all installed telephone wiring
and equipment for a one-time fee of $700,000
eliminated a $100,000 per month lease cost.
C. Many older telephone systems are still in use in many
County departments, but are connected to the CENTREX
switches of Pacific Bell which provide all of the
features of electronic tele'phone systems without the
cost of replacing telephones" or wiring.
d. The costs associated with repairs due to cabling or
telephone wiring has been minimal.
e. Data and telephone wiring is upgraded or replaced as
the need arises or when major building retrofits are
accomplished.

Kingston Kohl, Consultant, explained a proposal for..a fiber-optic conduit
through the SP' right-away which would . provide revenue; services and
opportunity for growth. Chuck Siebuhr, " President- of Control Point.
Communications, offered to do an analysis of the County' s present method of
operations t0 determine future savings. The Board APPROVED the .above 13
recommendations as, amended by adding No. 14 to REFER THE ISSUE OF COMMUNICATIONS TO THE

f. The General Services Department budget for
communications has been cut from $5 .5 million in
1991-92 to $3 . 9 million for 1993-94 . Staffing has
been reduced from 30 to 17 in the same period.
g. The Emergency Communications Advisory Body is working
with the General Services Department to explore
upgrading the County micro-wave system to a digital
system and marketing frequencies to other users to
raise revenues while reducing the dependency upon the
telephone carriers.
h. The General Services Department participates in the
General Services Association of California to network
with other counties on communication and data
processing issues.
2 . Acknowledge receipt of the General Services Department report.
3 . Approve the action of the County Administrator in establishing
a Communications Committee of department heads and staff to
discuss data and voice communications issues .
4 . Authorize the General Services Department, Data Processing and
Health Services to re-examine the California Research
Education Network (CALREN) program and make application for
any available grant funding that would be appropriate for
County programs .
5 . Approve and authorize the General Services Director to develop
and issue a Request for Proposals for a telecommunications
consultant to assist the County in developing a plan for the
future direction of the County telecommunications systems at
the end of the current CENTREX contract in 1997 .
6 . Direct the County Administrator and the General Services
Department to explore any funding sources available for
communications improvements .
7. Direct the County Administrator to explore methods to improve
coordination among County departments for data systems and
interconnections .
8. Direct the General Services Department to provide the Board
with a report in six months on the status of the planning for
future County telephone service.
9 . Request the General Services Department and the ECAB to
provide a report on the first phase of a plan to transition
from an analog microwave system to a digital one, with the
report being due by August 15, 1994 .
10 . Request that Data Processing and General Services work
together to set up a presentation using communication company
representatives, appropriate vendors, and technical
specialists in communications to present a program on emerging
technologies to the Department Heads.
11 . Request the Office of Emergency Services to provide a report
on the role of communications in preparing for disasters .
12 . Request that all County departments prepare reports on what
automation are now available within the departments and what
improvements are planned during the coming two years .
13 . Request that General Services look at the rate structure from
different long distance carriers to ensure that the County
receives the lowest rate structure permitted by the FCC.

BACKGROUND:
Supervisor Bishop, at the March 22, 1994 Board meeting, asked for
information concerning the future of the County's communications
systems with emphasis on telecommunications but including data
transmission. The General Services Department has prepared a
report addressing the questions Supervisor Bishop raised in the
meeting and in a subsequent letter to the County Administrator.
The communication area is vital to the County' s operations as data
transmission and interconnectivity become increasingly important.
The ten year agreement and prepayment of the telephone costs for
the CENTREX will be ending in 1997 and a plan for future telephone
service for the County must be developed. The General Services
Department has been aware of the need for some time and has been
planning to use consulting services for assistance as a result of
the downsizing of the communications in-house management staff.
The cost of moving to new technology and up-grading of existing
systems can be enormous and must be carefully planned and
coordinated with future financial resources .
As part of the overview of communications, a Communications
Committee of: department heads and staff has been formed to discuss
issues and efficiencies that can be found in the communications
area. There may be potential for functional consolidations and
improved coordination of activities that will be explored. The
Communications Committee will be in addition to the body that
reviews emergency communications . Part of the charge to the
Committee is to assure that the County move forward with an
infrastructure plan that will accommodate future technology.
Supervisor Bishop has asked as to the status of the
telecommunications for the Hospital Replacement Project. The
architectural firm hired for the building design used a
communications consultant to plan the telephone and data systems
for the project along with County staff. The planned systems
include the latest technology and provide capacity for any
foreseeable requirements while limiting the costs for present
needs . The purchase and installation of the systems will be a part
of the contract for the project construction.
The communications issues are complicated and varied with the
challenge of a rapidly changing technology. We believe that the
County Data Processing and General Services staff are aware of the
needs and with the assistance of carefully selected consultants
will develop affordable plans for the County's future
communications needs.

Last November I facilitated a meeting between you, members of your staff and Chuck
Siebuhr,president of Control Point Communications, During that meeting, Mr.Siebuhr
agreed to provide pro bona to the County an analysis of existing telecommunications
facilities at sites to be determined by staff, a cost analysis of present method of
operations to determine future savings and a review of the RFP for
telecommunications for the County hospital.Mr.Siebuhr also submitted a proposal to
develop a long range telecommunications migration plan for the County, along with
a way of funding the pian (CALREN).
During the meeting , 1 stressed my desire to see the County become a statewide
model for ,efficiency and effectiveness in the development of a telecommunications
system that will carry us into the 21 st century. Furthermore,at my request,the Board
of Supervisors directed the Economic Opportunity Council to initiate an analysis to
determine the feasibility of establishing a telecommunications training institute in
Contra Costa County.
To date I have had little, if any, feedback from your office as to the status of the
above mentioned items. As you are aware, 1 am away until April 11. Pursuant to
today's request, I am directing you to bring before the Board of Supervisors (at the
April 12 hearing)a report on the status of the County's long range telecommunications
plans, as well as a status report on the following items..
1) What-are the County's annual telecommunications costs under Present Method of
Operations (PMC)?
2) What is the status of the review of the Telecommunications RFP for the County
hospital?

Upgrading the County's telecommunications system will be major capital investment
over the next few years. I believe it is critical that the Board of Supervisors know what
staff is-doing to prepare the County to connect with the telecommunications "super
highway."

BACKGROUND OF COMMUNICATIONS IN CONTRA COSTA COUNTY
In Contra Costa County the provision of communication services
has been from several departments. Prior to the implementation
of the General Services Department in 1985, the Telephone Section
was located in the Public Works Department. At one time the
County had telephone operators and a switchboard, but in 1985 the
section included staff only to manage 911 for the County, arrange
for moves and changes with Pacific Bell and to review and pay the
County telephone bills . Radio/microwave/electronics
communications were located in the Sheriff-Coroner Department.
Technical staff there performed the repair and maintenance of the
microwave system, radios and base stations, and electronics work
including alarms and public address systems. They also had some
contracts with outside agencies including police, ambulance, and
special districts.
This technical group was transferred to General Services in 1986 .
Data Processing was at one time in the Auditor Controller
Department and became part of the County Administrator Department
in the early 19801s, as the emphasis on computer automation was
rapidly growing.
Communications encompasses a wide spectrum of the transmittal and
receipt of data and voice via radio, telegraph, microwave,
computer networks, telephone, wireless communicators such as
cellular telephones and pagers, satellite, etc. Few industries
have been changing as rapidly as those in the communications
area, due to advances in technology and changes in regulations
which are allowing greater competition among communications
firms .
Contra Costa County has seen numerous changes within the past ten
years . According to Data Processing, the IBM mainframe, the
County's main computing resource 10 years ago, is still
performing processing for the majority of the critical County
applications and is augmented by personal computers and
distributed processing. Seven years ago the County leased all of
its telephone equipment and lines, with a process of some tie
lines . Long distance service was with AT&T, our only choice.

With deregulation and split up of the Bell System, the County was
able to have a choice of long distance carriers at a price
discount; and Pacific Bell became interested in providing local
CENTREX lines for a one-time cost for a ten-year contract that
resulted in $2 Million savings for the County. The County was
also able at this time to purchase all of its telephone equipment
and parts from AT&T for approximately $700,000 . This also
represented a significant savings to the County over the monthly
costs to lease telephones . Purchase of the telephones resulted
in a large inventory of 1A2 Equipment and extra parts . Within a
few years electronic telephone systems were available.
Some new buildings were designed with cabling that allowed for
the implementation of electronic telephone systems . Many
departments continue to use the lA2 Equipment to meet their
needs, as there have been few repairs or cabling, problems for
this equipment. It is reliable; and during disasters, it may be
the only telephone equipment still in service. During the Los
Angeles earthquake, many of the electronic telephone systems went
out as the power failed. The 1A2 telephones continued to work.
Electronic telephones must have battery back up or a generator,
and most systems do not have back-up generators . . Battery backups
where available do not provide a long time of use. Generators
are usually capable of running for a few hours, unless fuel can
be added.
The 1A2 telephones and parts that need to be cleaned or repaired
are refurbished by using GAIN (Greater Avenue to Independence)
welfare workers who learn work skills through their volunteer
help. The County' s newest communications temporary employee is a
minority female, who had some electronics education, but no work
experience until she volunteered for a GAIN slot for the County,
where she learned to repair telephones.
Although the lA2 equipment is not the newest technology, it is
connected to Pacific Bell 's advanced technology, the DMS-100
equipment, via CENTREX lines . All our telephone and PBX lines
are digitized. The lA2 equipment has the same features of an
Electronic Key Telephone System, (EKTS) with voice messaging
capability and universal call distribution, such as the Superior
Court uses . While the telephone instruments do not have digital
clocks, they have some features that users prefer, including
reliability and easy use.
Economically, the 1A2 equipment makes sense to retain unless some
applications require cabling that does not allow 1A2 equipment to
be used. As technology continues to change, the lA2 equipment
will eventually be replaced; however, this will occur over a
period of years . Just as the County has many infrastructure
needs that require replacement and upgrades, telecommunications

needs are similarly addressed. Currently, . the County is looking
at over $1 Million in replacement/retrofit or large chillers to
meet the new federal regulations to eliminate CFCs . The older
buildings have sewer and water line distribution systems,
electrical systems, and other maintenance work that needs to
bedone to keep the buildings safe and sanitary, and where the
County faces liability, if accidents should occur because such
work is not done. The building costs are in the million of
dollars, and they are being addressed as funding and priorities
dictate.
The communications services that are included in the General
Services Department budget were affected by the severe budget
cuts that the County has encountered within the last few years .
In fiscal year 91/92, the total communications budget was
$5,510,546 . In fiscal year 92/93, the expenditures were
$4.,462, 115 . This year, based on an eight-month experience, the
projected cost will be $3,995,925. This budget includes
radio/electronics/microwave maintenance and repair; telephone
allocations and usage; telephone installation, maintenance and
repair, debt service for telephone equipment and CENTREX
contract, and work done for outside agencies . A copy of Finance
printouts for FY93/94 for the first eight months is attached, and
some written-in comparisons are shown between the costs for
radio/microwave/electronic maintenance and telephone maintenance
over the past three years. Just a few years ago, we had five
management employees in communications, and we now have one.
Non-management staff included 25 employees, while the non-
management staff now is 16 .
Severe budget cuts resulting in staff reductions required a
reorganization of the Communications Division functions . The
radio/microwave section was combined into the Fleet Management
Division; while the electronics and telephone sections were
combined into the Building Maintenance Division. Not only did
this allow for a reduction of significant overhead costs, it
improved the working relationship among staff who have
responsibilities for certain aspects of communications . The
Fleet Management Division does the design and installation of
some of the radio and light-bar equipment for the Sheriff, and
the Electricians work very closely with the Electronic and
Telephone Technicians to -install cabling and electrical systems .
Furthermore, the technical staff work very closely with the Data
Processing Division to install cabling for computers . All of the
General Services Department Communication staff are dedicated to
do a herculean job in maintaining the equipment and continuing to
be up on the state-of-the-art changes in communications .

FUTURE CONSIDERATIONS FOR. COMMUNTCATIONS
Communications upgrades, including telephone systems, should be
considered where the applications desired and attendant costs
result in an economic benefit to the County. With the telephone
contract up for consideration in 3.5 years and the deregulation
changes occurring both for local telephone service (Intra-Lata)
and refarming of public safety radio frequencies, there are
possibilities for developing a revenue stream to begin the
process to change our microwave system from analog to digital and
further its use in County operations . The Emergency
Communications Advisory Body (ECAB) and the General Services
Department are exploring ways to move in this direction. Some
County buildings may be able to use microwave transmission
instead of telephone and data lines . With the assistance of a
consultant, the County will develop a plan for selling
frequencies and moving to a digital microwave system and will
explore ways to utilize the system to reduce the dependency on a
telephone carrier, such as Pacific: Bell. The new Communications
Committee proposed by Phil Batchelor can assist in developing a
mechanism for all of the departments and communication providers
to discuss the County's major issues such as digitizing the
microwave system and major projects that affect multiple
departments .
SURVEY OF 1305 MCDONALD AND RECOMMENDATIONS
Chuck Siebuhr, President of Control Point Communications,
requested an opportunity to evaluate one or more County buildings
to see if cabling and telephones are in need of change. Because
Social Service is doing a remodeling project at 1305 McDonald
Avenue, ' Richmond, Architectural Services requested that Mr.
Siebuhr survey this building, and our Telecommunications
Technical staff also surveyed the building.
The Telecommunications technical staff, based on their survey and
discussions with the Social Service Department staff, developed
the following recommendations for the McDonald Avenue building.
Continue with the existing 1A2 telephone equipment as
it has been virtually maintenance free and there have
been no cable problems . In addition, the staff like
the equipment and it meets their needs .
* Retain the existing coax data cable with new
supplemental data cable to be installed by
Telecommunications staff when the Social Service
Department determines an immediate need.

* Have the Telephone Technicians reorganize and neaten
the voice and data cables in the -ceiling spaces, the DC
Unit, and the communications closets, with this work
being coordinated with Architectural Services for when
the ceiling spaces are open.
* Install a PBX, which will save a sufficient number of
Pacific Bell CENTREX lines so that the PBX would be
paid for within the first year. A copy of the proposed
CENTREX lines and savings, plus the. installation cost
for PBX, at 1305 McDonald are described in a memorandum
from James Perez, Lead Telecommunications Technician,
to Phil Simonds, Administrative Services Assistant III,
and included as an attachment.
The recommendations from Telecommunications staff are to keep the
lA2 equipment and the cabling that supports it, in that the
system meets the Department's needs, has been low cost to
maintain, and the equipment is paid for.
Mr. Siebuhr made a number of comments included in a section
called recommendations. Mr. Siebuhr's recommendations and
discussion of them are described below.
1. Mr. Siebuhr' s first recommendation is to discontinue
support of lA2 Electrical Mechanical Systems
immediately or as soon as practical. He suggests doing
this for 1305 McDonald and then to look at all other
County buildings. As indicated previously, the 1A2
Equipment is inexpensive to maintain, uses CENTREX
lines or PBX lines on the CENTREX System, with all the
related features . It also meets the Social Service
Department customer needs, so to replace the wiring now
is an unnecessary expense. Upgrading the wiring would
mean that an electronic phone system would have to be
purchased, as four-pair wiring will not support 1A2
equipment.
2 . His second proposal is to identify and appoint members
of a Telecommunications Planning Committee to consider
long term voice/data applications . This is a
suggestion that we have made for some time, and such a
Committee has been established by Phil .

3 . In the third recommendation, he proposes to develop a
standard plan that addresses all County facilities
prior to committing major expenditures . A standard
plan for communications that would cover all buildings
would be imprudent, as the technical changes occur so
rapidly that such a plan would be obsolete too quickly
for all County facilities. User applications from
different departments are different, so one plan would
not be� practical for all departments or all locations.
Your Office reviews all major projects and works with
departments to plan the project to meet the needs and
budgets of departments wanting to make major changes,
whether in buildings or communications projects that
are capital expenditures .
4 . This recommendation discusses the cost, labor, and
material, particularly for 1A2 vs EKTS (Electronic Key
Telephone Systems) or PABX Stations/Systems . This is
an incorrect comparison in that the 1A2 Equipment is
configured similarly to the electronic key telephone
systems . Whenever a PBX system or electronic phone
system is to be considered for a building or complex,
the costs and benefits are reviewed. Since there are
few cases of buildings that have serious trouble
reports or blocked cable counts, the priority for
reviewing telecommunications needs would be based on
applications that departments require and the cost
benefits to implement them.
5 . The fifth recommendation is a statement regarding
analog and 1A2 Electromechanical Systems stating that
they are virtually obsolete today. Previous statements
already presented show that these systems are older,
but still very reliable. Similarly, the analog
microwave system is in the process of beingconsidered
to be phased out over time. The County will want to
move to digital microwave as it is economical to do so.
Because the cost is so high, approximately $100,000 per
microwave path, and the County has 18 microwave paths,
we need to develop a plan for- the generation of revenue
to fund this change.
6 . This recommendation is a statement suggesting that
whenever products and equipment are purchased that they
work appropriately according to the needs of the
customer. This is very important, and Purchasing
assists departments to evaluate the purchases that they
make and ensure that they meet , the standards and
requirements requested. All newly purchased telephone
equipment and products meet the telecommunications
industry standards .

7 . The seventh recommendation is that expenditures with a
total of $5,000 for material and labor should be
evaluated on individual merit by an expert. This is
done by Telecommunications technical staff,, Purchasing
technical staff, departments' staff, and sometimes with
input from consultants. Purchasing has negotiated an
. extremely good price on PBX equipment, with a 25%
discount. Pacific Bell had offered a proposal for a
Harris 20/20 PBX switch that was estimated to cost
$200,000 . Purchasing has negotiated a price of $65,000
for a 20/20. Installation is also . discounted in the
contract Purchasing developed.
8 . The suggestion to interact and compare with similar
agencies, . such as other counties, is a good suggestion
and one which we do regularly. Through the General
Services Association in California, we have contact
with many counties that have communications as part of
General Services; and our Department, plus Data
Processing, network with counties and organizations
such as APCO and TCA. Alameda County provided a
recommendation for a consultant to assist us with the
digital microwave conversion, as well as other
communication engineering issues. We obtained a copy
of Riverside County's request for . proposal for a
digital microwave system, through .our networking.
9 . This recommendation addresses the considerations that
should be used in deciding what system or design is
appropriate. -He notes that cost analyses, user needs,
and technical capabilities should be part of the
equation in deciding what system or design should be
implemented. These considerations plus the public
benefit are those which staff consider.
10 . Number 10 is a. suggestion that staff should be informed
of the range of services and applications available and
to consider products and services that are , flexible.
We agree that it is important to ensure that equipment
for services are able to connect and work effectively.
Mr. Siebuhr goes on inhis report to discuss some other aspects
of 1305 McDonald. He says there are improprieties in the cabling
layout, and rightly points out that this wiring was .done some
time ago by Pacific Bell. The issue regarding plenum integrity
will be addressed with the remodel project, and the wiring will
be correctly placed in the ceiling:. Other comments regarding
unsuitable locations with respect to moisture, electromagnetic

interference, or physical engineering factors do not seem
relevant here, as there have not been any . problems . The
telephone maintenance costs for this building for the past three
years are running less than $1,000 per year, and none of this was
for cabling. The remodel project will offer the opportunity to
clean up the wiring in the closet areas, which our staff also
recommends be done. Mr. Siebuhr states that 1305 McDonald cannot
be a candidate for EKTS or digital migration without a new
cabling/wiring design. That is correct; however, since the lA2
equipment is configured similarly to the EKTS and has the full
features of the Pacific Bell CENTREX System, there is not a need
for going to electronic telephone equipment. He believes that
efficiency levels for IA2 equipment are not as good because
enhancements such as voice messaging, call detail reports, least
call routing are not possible. In fact, these are features of
the Pacific Bell DMS100 switch, which feeds to the lA2 equipment.
All lines from the DMS100 are digital links . The links between
all our PBXs are digital links. He believes that 50% of network
failures are related to cabling problems, but that is not the
experience of our communications staff for county buildings .
Mr. Siebuhr makes some general recommendations and describes the
process for implementation of a major project. The steps he
outlines are . those which describe the way our Architectural
Services _ Division handles any major project that affects
buildings/facilities. All projects are coordinated with the
Department that initiates the project; and other staff with
technical expertise are included in the preparation and review of
the specifications, whether they are for a roof replacement,
water distribution lines, or telephone equipment/cabling.
Our in-house telecommunications staff are highly qualified and
capable of working on 1A2. and electronic telephone systems, both
of which the County has . Staff have demonstrated their skills by
maintaining all of the County communication facilities, including
new projects with digital switches such as at 50 Douglas Drive,
595 Center, and many other buildings. Staff have brought on line

PACIFIC BELL CALIFORNIA RESEARCH AND EDUCATION NETWORK (Ca1REN)
Apparently, there was some speculation that a ,CalRen' s Request
for Proposal (RFP) could provide funding to upgrade or enhance
Contra Costa County telecommunication services . When we
received notice of this funding for three different RFPs, one for
education, one for hospitals, and one for government/business, we
sent them to the Office of Education, Health Services and Data

Processing respectively. Health Services and Data Processing
staff reviewed the elements that were required to be included in
an RFP; and Kathy Armstrong, Service Integration Project Manager,
and Kathie Smith, Supervising Program Analyst, attended a
briefing in San Francisco to learn about the different grants .
Staff felt that there might be the possibility of being awarded
agrant, but they felt the requirements for a proposal could not
be addressed in the short amount of time allowed for submission
as well as finding partners.,in the private sector to participate
in. the project
Pacific Bell staff indicate that it is not likely that the County
would have received grant funding because the California Research
Education Network was designed to assist in providing grants for
new applications to transfer large amounts of data. The idea is
for proposals to use Asynchronous Transfer Mode (ATM) , frame
relay, ISDN, SDS-56, or SMDS, which are new technology to move
large amounts of data. Being the recipient of a grant would
allow a major university, medical institution, or school system
to stimulate the development of innovative high-speed data
communication applications for a two-year period. Whatever
programs receive grant funding is only for two years, and then
the agency would have to pay to continue the high-speed switch
data systems . The grants are _ awarded to projects that serve a
large community interest, and it is not to fund upgrades of
equipment currently in use. The requirements were also to have a
balanced proposal with the agency requesting funding to have
partners from the private sector who would pay for part of the
project cost.
The CalREN funding is expected to be available for two to three
years . If there is a project that Contra Costa County could put
together to meet the strict requirements for submission, then
there would be an opportunity again next year to apply for a
specific project. The requirements to put together a proposal
would take a lot of time, and probably the assistance of a
consultant, which is also a cost factor. If the project was
approved and required the use of ISDN service, packet switching,
etc, these features would be additional costs to the County after
two years . They are substantially more expensive than current
telephone service for data transmission. The public interest

needs to be considered in whether the County should be in the
forefront of technological advances in communications, as they
can be costly and may be provided by current service, microwave
transmission, or through a wide-area network.
