Van Marter Assistant County Administrator 651 Pine Street, 11th Floor Martinez, CA 94553-1229 Dear Mr. Van Marter, Thank you for the opportunity to review the Internal Operations Committee' s report to the Board concerning the Moraga Fire Protection District Board of Fire Commissioners selection process . This report was reviewed by the Town Council at its meeting of March 23, 1994 . Generally, the Town Council agreed with the selection process as outlined in the I/O Committee report. While the Council would prefer to continue the past practice, they expressed their appreciation for the I/O Committee conclusion that the Town Council should assist the Board with the Commissioner selection. The Council indicated that they are willing to assist in the process as outlined by the I/O Committee report and would urge the Board of Supervisors to adopt the proposed policy changes . During discussions by the Council, it was evident that it may be beneficial for all concerned if the interview process were to be held within the district boundaries . Obviously, both Council members and all of the candidates will reside in the district. This may be inconvenient for members of the I/O Committee, however. The Town would be willing to assist the County Administrator' s Office in making arrangements for meeting space and times, if the Board approved a venue change. Box 188 Moraga, CA 94556 Dear Moraga Town Council Members: After reading the Contra Costa County Board of Supervisor's Internal Operations Committee recommendation on requirements for the method to establish recruitment of fire commissioners, the Moraga Board of Fire Commissioners would like to share with you our thoughts on this issue. The Commission prefers the Town Council select two representatives, as recommended by the IO Committee, to participate in the fire commissioner selection process. We hesitate to see the BOS conduct any interviews without Moraga's input. We believe there would be less chance of having a biased selection from the BOS if the Council participates. Additionally, by virtue of the Council 's participation in the interview process, the IO Committee and the Board would be more inclined to move with the Council 's recommendation, as it has in the past, because the public eye would be focused on the shared selection process rather than a one-sided IO and BOS selection. In the alternative, we would certainly recommend that we continue the current process; that is the Town Council continue to conduct interviews for Fire Commissioner and make its recommendation to the BOS. We appreciate your giving us this opportunity to express our views and concerns regarding this very important process. The selection of the members of the Moraga Board of Fire Commissioners should be reflective of our community. Thank you for your consideration. Councilwoman Sue Noe addressed the Board of Supervisors and asked that action be withheld on the bulk of the Report until the Town Council was able to address these recommendations and provide its comments to the Board of Supervisors . As a result of Councilwoman Noe's comments, the Board approved Recommendation # 1 from the enclosed Report and deferred action on the balance of the Report until the Moraga Town Council has had an opportunity to comment on the Report. I would appreciate your forwarding the Council ' s written comments and recommendations to the undersigned so that we can list this matter for consideration again by the Board of Supervisors when the Council ' s comments can be considered at the same time. We will advise you when the matter is scheduled for further consideration so that you or members of the Council can be present to address the Board of Supervisors..
