Those voting MORAGA in favor endorsed: ORINDA 1. The county will commit to fund 28 hours per week of the PINOLE current level of service at all current library branches for the period of July 1, 1994 - June 30 , 1995 regardless of any PITTSBURG work rule changes and regardless ' of whether a city ,contributes PLEASANT HILL anything. RICHMOND 2 . Local 1 and AFSCME Local 2700, the library employee unions, will consider work rule changes relating to staff scheduling, SAN PABLO which, if approved, would allow all current library branches to provide 34 hours per week of service. SAN RAMON WALNUT CREEK 3 . The cities will commit to consider extending hours of operation or library services by the committment of funds from the city or community groups , e.g. , Friends of the Library funds or the use of volunteers. 4 . Library branch hours cannot be extended beyond 28 or 34 hours solely by the use of volunteers. 5 . The county will customize for each city the options for providing extended hours or services beyond 28 or 34 hours . 6 . A city must commit to providing the extended hours/services for a 12 month period from July 1, 1994 to June 30 , 1995 . 7 . The county or local community is responsible for any extended hours/services at any branches or outlets in the unincorporated areas . �` The Mayors ' Conference is aware that the unions have not yet agreed to these principles but the majority present at the meeting wished to go on record endorsing the proposal. Councilmember Gwen Regalia, Chair of the City/County Relations Committee, will attend the Board of Supervisors ' hearing on the library issue and will answer any of your questions .
