This property has been elevated by the placement of fill. Property Description: Lot 43, Subdivision 5026, as shown on the Plat Map recorded in Map Book 225, Page 25, in the Office of the Recorder, Contra Costa_ County, California Street Address: 1341 Virginia Street Community: Contra Costa County State: California On February 9, 1994, we received all information necessary to process Mr. Bankhead's request. After comparing this information to the National Flood Insurance Program (NFIP) map for your community, we have determined that although portions of the property described above would be inundated by a 100-year flood, the existing structure on the property would not be inundated. Therefore, this letter revises the map for Contra Costa County, California (NFIP Map Number 060025, Panel 0475 B, dated July 16, 1987), to remove the structure from the SFHA. The structure is now in Zone C, an area of minimal flooding outside the 100-year floodplain. Because portions of the property are in the SFHA, any future construction or substantial improvement on the property remains subject to Federal, State, and local regulations for floodplain management. You should note that this property could be inundated by a flood greater than a 100-year flood or by local flooding conditions not shown on the NFIP map. Also, although we have based our determination on the flood information presently available, flood conditions may change or new information may be generated that would supersede this determination. 2 Please be advised that the NFIP offers a policy designed for one-family to four-family homes in areas that are not designated as SFHAs, but where flood exposure still presents a significant risk. The policy is the Preferred Risk Policy. It is a comprehensive policy that is available to property owners in B, C, and X zones only. Information about the Preferred Risk Policy and how one can qualify is enclosed. To ensure continued eligibility to participate in the NFIP, your community must enforce its floodplain management regulations using, at a minimum, the flood elevations, and .zone -designations shown on the NFIP map for your community, including the revision effected.....by..thi.s_..let.t.er_.____This.. response is based on the minimum criteria established by the .NFIP..... - State and community officials, based on knowledge of local conditions and in the interest of public safety, may set higher standards for construction in the floodplain. If the State of California or your community has adopted more restrictive or comprehensive floodplain management criteria, those criteria take precedence over the minimum Federal criteria. This revision has been made pursuant to Section 206 of the Flood Disaster Protection Act of 1973 (P.L. 93-234) and is in accordance with the National Flood Insurance Act of 1968, as amended (Title XIII of the Housing and Urban Development Act of 1968, P.L. 90-488), 42 U.S.C. 4001-4128, and 44 CFR Part 65. This Letter of Map Revision (LOMR) will not be printed and distributed to primary map users such as local insurance agents and mortgage lenders; therefore, your community will serve as a repository for these new data. We encourage you to disseminate the information reflected by this LOMR widely throughout your community in order that interested persons, such as property owners, insurance agents, and mortgage lenders, may benefit from this information. We also encourage_ you to consider preparing an article for publication in your community's local newspaper that would describe the changes that have been made and the assistance your community will provide in serving as a clearinghouse for these data and interpreting NFIP maps. When, in the future, a sufficient number of revisions have occurred on the affected panel, we will initiate a physical map revision to republish and distribute the panel to incorporate the changes that were made effective by letter. Khanna Floodplain Administrator Contra Costa County Community Development Department CERTIFICATION FORM COMMENTS On October 1, 1992, FEMA implemented the use of forms for requesting revisions or amendments to NFIP maps for two reasons. First, because the forms provide a step-by-step process for requestors to follow and are comprehensive, requestors are assured of providing all of the necessary information to support their requests without having to go through an iterative process of providing additional information in a piecemeal fashion. Experience has shown this to be a time-consuming and cost- intensive process. Second, because use of the forms assures that the requestors' submissions are complete and more logically structured, FEMA can complete its review in a shorter time frame and at a lesser cost to the requestor. While completion of the forms may appear to be burdensome, we believe it is prudent to do so because of the advantages that result for the requestor. Suggestions for improvement of the forms dated July 1993 may be submitted by completing this form. Suggestions received by February 4, 1994, will be considered with the next revision; however, we will not respond specifically to each suggestion. Any suggestions received after February 4, 1994, will be considered for future revision.
