SUBJECT: Authorize County Participation in "Spare the Air" Program

RECOMMENDATIONS
Authorize County participation in the "Spare the Air" Program during 1994 and
request that departmental TDM coordinators participate in the program.

BACKGROUND/REASONS FOR RECOMMENDATIONS
"Spare the Air" is a voluntary program directed by the Bay Area Air Quality
Management Di6trict (BAAQMD) designed to alert large employers in advance of
days expected to exceed state air quality standards. The program will run for
10 weeks, August 1 through October 15, and calls for employee coordinators to
alert their co-workers of anticipated "Spare the Air" days, in order to
encourage ridesharing and other environmentally-responsible activities. BAAQMD
promotes participation in the program as part of employors' TDM programs since
most "spare the air" actions are also trip-reduction measures. The County
participated in the "Spare the Air" Program in 1993 when approximately nine
alerts were issued. Community Development acted at the contact point and
passed on the alerts to other departments. However, many alert e e eived

the day, impeding an effective response. This year the BAAQMD will notify
departmental coordinators directly.
The County's participation in "spare the air" is facilitated by the designation
of departmental TDM coordinators, which the Board authorized on March 2, 1993 .
As part of this action the Board requested the Community Development Department
to identify the functions of the departmental TDM coordinators and to provide
guidance. Participation in events such as "Beat the Back Up Day" and "Spare
the Air" days is one of these functions. Departmental TDM coordinators should
inform employees about the program in advance, emphasizing actions that
employees can take to reduce emissions. These include trip reduction
activities such as carpooling, riding transit or bicycles to work, or
telecommuting, and limiting use of lawnmowers, aerosol sprays and oil-based
paints.
During the afternoon preceding days when the Air District forecasts an excess
of the state health standard for ozone, the Air District will fax an alert
directly to each of the departmental TDM coordinators, and ask them to notify ,
employees. Community Development will provide overall coordination of the
County's participation in the program and complete evaluation forms.
