FOR CONSULTING SERVICES FOR THE GREATER EAST BAY RAIL' OPPORTUNITIES COALITION SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Director of Community Development to amend the contract with William R. Gray & Company for services and activities performed for the Greater East Bay Rail Opportunities Coalition (GEBROC) . This amendment, effective May 1, 1994, increases the contract terms from $36, 000 to $48, 000, providing an additional $12 , 000 to cover expenses ,through the term of the contract. FISCAL IMPACT ~ No impact to the County General Fund. Funding for these services will be paid through the County's Petroleum Violation Escrow Account (PVEA) grant from the State of California. BACKGROUND/REASONS FOR RECOMMENDATIONS The Community Development Department retained the services of William R. Gray & Company under a Consulting Services Agreemnet authorized by the Board of Supervisors for administrative support service and intergovernmental relations in connection with the activities of GEBROC. William R. Gray & Company was selected from among three consultant proposals responding to a Request for Qualifications (RFQ) . to provide GEBROC for support services. A one-year contract for $36, 000 was authorized by the Board of Supervisors on September 14 , 1993 . This contract is administered for GEBROC by the Community Development Department and is funded by PVEA grant funds. Gray & Co. for Consulting Services for GEBROC - PVEA Continued - Page 2 W.R. Gray & Co. has recently incurred specific expenses in providing GEBROC with critical support in preparing and coordinating a request for special authorization of Intermodal Surface Transportation Efficiency Act funds for a commuter rail demonstration project in the I-80 corridor. The activities involved extensive coordination with Congressional representatives and local officials and the preparation of funding request submittals to the U. S. House of Representatives. These activities were not anticipated when the initial contract limit of $36, 000 was established. As a result of activities in support of the special funding authorization request, W.R. Gray & Co. 's budget is now 86% expended through the month of February, 1994 . Staff estimates that the consultant's remaining budget will not be sufficient for the last six months existing on the contract. The Director of Community Development is requesting authorization to amend the contract with W. R. Gray & Company. This amendment would increase the contract payment limit an additional $12, 000, raising the pay limit from $36, 000 to $48 , 000. The contract amendment will provide sufficient funding to support activities through the remaining term of the contract, which is due to expire on September 1, 1994 , at which time staff will evaluate. the continued need for these consultant services. The Transportation Committee has reviewed this matter and concurs with this contract amendment authorization. CONSEQUENCES OF NEGATION ACTION Should the Board of Supervisors reject this request, consultant services for the remaining term of the contract will need to be significantly scaled back. tp\bo\WRG-PVFA.Amd
