SUBJECT: Approve Submission of Funding Application #28-552 to the State of California,
Office of Emergency Services
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve submission of Funding Application #28-552 to the State of California, Office
of Emergency Services (OES) , in the amount of $10,000, for the period from July 1,
1994 through February 28, 1995, for the Right to Know/Right to Safety Conference.
II. FINANCIAL IMPACT:
Approval of this application will result in $10,000 from the State (via federal
Hazardous Materials Transportation Uniform Safety Act Grant funds) during.the period
from July 1, 1994 through February 28, 1995, for the Right to Know/Right to Safety
Conference. Sources of funding are as follows:

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Several recent accidental releases of hazardous chemicals in Contra Costa County
have potentially jeopardized the well-being of communities and have caused extensive
community fear and concern. The State OES has chosen Contra Costa County to be a
recipient of grant money to address community concerns related to industrial
accidents and the status of industrial accident programs.
This grant will allow the Department to sponsor and coordinate a one-day Right to
Know/Right to Safety Conference in Richmond, an area which has one of the highest
concentrations of industrial activity in the county. The conference will educate
the community about the Risk Management Prevention Plans conducted by the
Department's Environmental Health Division staff, and encourage the development of .
Community Advisory Panels. In addition, the conference will provide an opportunity
to inform the community about the new emergency siren system being developed and the
status of the new. Center for Health in North Richmond.
In order to meet the deadline for submission, the application has been forwarded to
the State, but subject to Board approval. Four certified and sealed copies of the
Board Order authorizing submission of the application should be returned to the
Contracts and Grants Unit.

PROJECT NARRATIVE
Applicant: Contra Costa County Health Services Department
Project Title: Right to Know/Right to Safety Conference
Need Statement: Richmond is one of the most heavily
industrialized communities in California. While Chevron, one of
the largest oil refineries on the West Coast, dominates the
waterfront landscape, hundreds of other facilities including
chemical research and manufacturing plants; hazardous waste
treatment and transfer stations; scrap metal recycling and other
heavy industries comprise an industrial mix that is unsurpassed
in the Bay Area.
In the midst of this intense industrialization lives a
residential community comprised primarily of low-income people of
color. The City of Richmond is approximately 64% people of
color. The unincorporated North Richmond neighborhood is more
than 80% people of color. This community has been repeatedly
exposed to significant accidental releases from the nearby
industries. The most recent and notable incident was the July
26, 1993 release of oleum from the General Chemical Corporation
which caused over 25, 000 people to seek medical care. During the
past five years several other incidents have potentially
jeopardized community well-being and have caused extensive
community fear and concern.
Both prior to and in response to emergency incidents, the
Contra Costa County Health Services Department (HSD) has been
actively engaged in developing prevention programs aimed at
improving industrial operations and protecting community health.
These programs augment the inspection and regulation programs
routinely conducted by Hazardous Material Specialists in the
Environmental Health Division. One of the cornerstones of these
programs is the Risk Management and Prevention Program (RMPP)
which has been reviewing operations and recommending changes in
industrial processes for more than 4 years.
The HSD also has been promoting community-based emergency
response activities. These activities increase community
awareness of protective behavior in the event of industrial
accidents. The HSD has been working with local, state and
federal agencies, and industrial and neighborhood organizations
to develop an emergency response telephone network; an emergency
incident siren system; and a broad-based educational program on
how community members are best protected during emergency
incidents. In addition, the HSD actively supports the
development of Community Advisory Panels and other community
right-to-know and good neighbor activities by industry.
Objectives: By working with government agencies, and industrial

and neighborhood organizations, the HSD will sponsor and
coordinate a Right to Know/Right to Safety conference in Richmond
in January, 1995. The primary objectives for the conference are
as follows:
(1) To release and explain RMPP findings. Several of the
RMPPs have yet to be released for public review. In addition,
the new LEPC data system can provide mapping and other visual
aids in understanding risks and mitigation measures. The
conference will present the RMPP findings for the Richmond area
in a visually interesting and informative format, and provide
opportunities for question/answers/discussion about the results.
(2) To describe and receive feedback on community-based
emergency response activities. The new siren system warrants
public exposure and early show-casing. Feedback will be
solicited so that the educational programs accompanying the
sirens can best meet the needs of affected communities.
(3) To highlight current activities and long-term plans for
North Richmond Health Center. The new health center being
developed by settlement funds received after the General Chemical
incident will be described. Opportunities for community
involvement in the health center's .operations will be explored.
(4) To promote Community Advisory Panel development. The
HSD believes that industrial facilities should promote good
neighbor policies with the surrounding residential communities.
A primary mechanism for open communication and dialogue is
through Community Advisory Panels. The conference will train
businesses and communities in how to establish and conduct such
panels.
Milestones: The following activities will be conducted in
preparation of the conference:
• Obtain endorsements from government agencies and
industry and community organizations.
• Secure agreement from key groups to participation in
the conference.
• Compile data and prepare maps of RMPP data.
• Secure date, time and place for the conference.
• Prepare outreach flyer and poster.

• Prepare media materials: press releases, information
packets and newspaper ads.
• Distribute special letter of invitation to elected
officials, local industries and community
organizations. Invite their full participation.
• In conjunction with existing Community Advisory Panels
and the Hazardous Materials Commission, develop a
checklist of good neighbor activities for industrial
facilities. Poll local industries on how they
implement these activities.
• Conduct outreach campaign to ensure community
participation in the event.
• Confirm and prepare speakers for plenary session and
workshops.
• Develop conference materials including overheads and
handouts of RMPP data, checklists of good neighbor
activities, workshop materials.
• Seek and secure funding for food and beverages during
the conference.
Conference Description: The conference will be a one day event
held in a school auditorium (or similar facility) in North
Richmond. Co-sponsorship of the conference will be sought from
government agencies, and industry and community organizations.
Outreach will be conducted through mass mailings, posted flyers,
newpapaer and newsletter ads, and print and electronic media
stories.
The morning event will be a plenary session presenting the
RMPP findings and the status of the Community Advisory Panels and
other good neighbor activities in Richmond. The HSD will work
with the LEPC to map the data so that it is visually engaging and
understandable to the lay public. More extensive RMPP data also
will be available for interested participants. In addition, the
major industrial facilities with Community Advisory Panels and/or
other good neighbor policies such as open-houses, facility tours,
speaker's bureaus, and other similar activities will be
identified. Groundwork will be laid to encourage the development
and/or enhancement of Community Advisory Panels at all
facilities.

Lunch hour activities will be modeled like a health fair.
Tables will be set-up around an auditorium where conference
participants can receive more detailed information about the
RMPPs and risks from specific facilities. The HSD will have
several RMPP specialists available to answer questions and
explain the data. In addition, tables will be sponsored by local
industries and community organizations so that one-to-one
dialogue can be established between facility personnel, community
organizations and neighborhood residents. Finally, information
regarding emergency preparation for chemical releases and
earthquakes; household hazardous waste disposal; and other
community-based programs will be available with personnel
available to answer questions and explain the services.
The afternoon events will consist of three workshops
conducted by the Community Emergency Notification Committee, the
Health Services Department, and members and/or facilitator of
existing Community Advisory Panels:
(1) Emergency Response in Case of a Chemical Release;
(2) Opportunities for Community Involvement in the New
Health Center; and
(3) Establishing and Participating in a Community Advisory
Panel
A short closing panel will summarize the events of the day
and identify the role of the HSD and other agencies and
organizations in preventing chemical risks, promoting effective
protective behavior, and establishing Community Advisory Panels.
