In its capacity as Board of Supervisors of Contra Costa County and as the Governing
Board of the Contra Costa County, Moraga, Orinda, Riverview and West County Fire
Districts, this Board RESOLVES THAT:
The Assistant Director of Personnel and the Director of Animal Services having advised
this Board that the present Merit System certification process does not adequately
provide the Animal Services Department with a sufficient number of Animal Center
Technician and Animal Services Officer candidates to meet the needs of the County
Animal Services; and
Upon recommendation of the County Administrator and the Personnel Director, Part 6
Establishment and Preparation of Employment List and Part 7, Certification of the
Personnel Management Regulations adopted by Board Resolution No. 90/182, shall be
amended by adding the following Merit System classifications of Animal Center
Technician and Animal Services Officer to the following sections as indicated below:
605. Designation of Employment Lists.
605.3 (d) Band lists may be used for the entry level classes of
Firefighter, Deputy Sheriff-Recruit, Sheriff's Dispatcher I, Animal
Center Technician and Animal Services Officer. Under the band
certification process for Firefighter, Deputy Sheriff-Recruit, Sheriff's
Dispatcher I, Animal Center Technician and Animal Services Officer, the
names of candidates who have qualified on the examination are placed into
one, two or three groups designated as Bands A, B and C. All names
within each band shall be considered equally qualified and there shall be
no additional ranking within the bands.
719. Band Certification of Firefighter, Deputy Sheriff-Recruit, Sheriff's
Dispatcher I, Animal Center Technician and Animal Services Officer. The
Assistant Director of Personnel may elect to use a band certification to
certify names for Firefighter, Deputy Sheriff-Recruit, Sheriff's
Dispatcher I, Animal Center Technician and/or Animal Services Officer
positions from eligible lists. Under the band certification process,
candidates who have qualified on the examination will be placed into one,
two or three groups designated as Bands A, B and C. The number of
available eligibles certified from the Firefighter, Deputy Sheriff-Recruit,
Sheriff's Dispatcher I, Animal Center Technician and Animal Services
Officer eligible list established as a result of an open competitive
examination shall include all of the names in Band A. If there are fewer
than nine (9) more names available in Band A then the number of
vacancies to be filled, than all of the names in Band B shall be certified
along with the names in Band A. If there are fewer than nine (9) names
available in Bands A and B combined than the number of vacancies to be
filled, then all the names in Band C shall be certified along with the names
in Bands A and B.
