RECOMMENDATION:
APPOINT to the Medi-Cal Advisory Planning Commission replacing
Joyce White to fill the balance of an unexpired term ending
December 31, 1995 :

BACKGROUND:
The Medi-Cal Advisory Planning Commission is a 25 member Commission
established by the Board of Supervisors in December, 1993 with a
two year sunset. The Commission is to assure provider, consumer,
and community input into the planning for the County-sponsored
local initiative Medi-Cal managed care system in Contra Costa
,County.
There is currently a vacancy in a beneficiary/at-large seat on the
Commission resulting from the resignation of Joyce White.
The California Coalition of Nurse Practitioners has asked for a
seat on the Commission. The Health Services Department is
recommending the appointment of Linda Stephenson, a nurse
practitioner living in Martinez, to fill this vacancy and our
Committee concurs with this recommendation.

It: is my understanding that the Medi-Cal Advisory Planning
Commission has recently been formed to explore managed health
care alternatives to Medi--Cal recipients . This commission is
intended to represent a broad range of ccm:.iunity based experience
and knowlege. However, due to the 'lack of midlevel provider
participation on this commission, critical input may be
unavailable.
It is a fact that nurse practitioners, nurse midwives and
physician assistants play a major role in providing direct
primary health care to the poor and indic_,ent populations
of Alameda and Contra Costa Counties . We are dedicated to
finding ways of delivering health care in cost effective and
efficient ways without compromising health care standards.
Our expertise could enhance the quality of information and
advice available to this commission.
The California Coalition of Nurse Practitioners strongly urges
that a nurse practitioner be added to this commission.

Dear Ms. Frost:
Thank you for your letter explaining the importance of mid-level provider participation in the
Medi-Cal Advisory Planning Commission.
There may be an opening in the near future on the Commission, and we will at that time
recommend that a family nurse practitioner or other mid-level provider be appointed.
There are a variety of mechanisms now for FNPs and other mid-level providers to participate
in the Medi-Cal managed care planning. For example:
1. They can provide input at the scheduled Commission meetings during the Public
Comment period and through written communications to the Commission.
2. They can participate in the special task forces and committees where the real work will
be done.
3. They can testify, at one or all of the three regional hearings.
4. FNPs who are on the staff of the Contra Costa County Health Services Department will
continue to participate in the department's internal planning group.
We agree that it is important to have the advice of mid-level practitioners in our Medi-Cal
managed care planning and look forward to their participation.
