ACCEPT the attached report from the Health Services Director on the status of the implementation of the Drug and Alcohol Action Plan � and EXPRESS the Board' s thanks to the Health Services Director and his staff for all of the dedication and hard work which has brought the implementation of the Plan to this point. ' 2 . REMOVE thisitem as a referral to the Internal Operations Committee and relieve the Health Services Director of the need to make further quarterly reports on this subject. BACKGROUND: On January 11, 19;94 , the Board of Supervisors directed the Health Services Director to make a further quarterly report to our Committee in March, 1994 . The most recent report is attached. Our Committee met on March 28, 1994 with Chuck Deutschman, Substande Abuse Program Director; and Amalia Gonzalez del Valle, OSAP Project Director. Staff reviewed the attached report and responded to questions from our Committee. The report which is attached was accompanied by a large package of appendices and attachments which can be furnished to any Board member who wishes to review them. We are, therefore, recommending that the Board of Supervisors terminate the requirement for quarterly reports and remove this item as a referral to our Committee. We assume in doing so that the Health Services Director will provide an appropriate status report to the full Board of Supervisors as events warrant such a report. s i Health Services Department ALCOHOL AND DRUG ABUSE ADMINISTRATION 597 Center Ave.,Suite 310 = Martinez, CA 94553-4639 (510) 313-6381 '"1 COUK� DATE: March 21, 1994 TO: INT RNAtOATIONS COMMITTEE FROM: M rk inuctor Health Services Department RE: Update on Drug and Alcohol Action Plan/Partnership Project DATE: March 21, 1994 As requested in the Internal Operations Committee report dated January 11, 1994, this is an update on the status of the Youth Summit, the Community Forums, and evaluation activities since the last Health Services Department report on the Action Plan Partnership Project, January 3, 1994. ► YOUTH SUMMIT 192 - "Increase The Peace" an expo by and for high school-aged youth will be held on Friday April 22, 1994 at the Contra Costa County Fairgrounds in Antioch from 10:00 a.m. to 10:00 p.m. The event will include a day of presentations, discussions, and hands on practice using a problem solving perspective to explore issues, perceptions, and roles pertaining to youth in today's society. The expected attendance is 350 teenagers representing the diverse cultural, economic, and ethnic make-up of all of the communities in Contra Costa County. Funding, training, and technical assistance for this event is provided by a federation of preventive health agencies that have formed a Planning Advisory Board which includes the Battered Women's Alternatives/United Way Youth Media Project, New Connections, Friday Night Live, Center for Human Development Neat Program, and the County Health Department's Tobacco Prevention Project, the Violence Prevention Project, and the Partnership for a Drug Free Contra Costa County. The Community Substance Abuse Services coordinates this event. The primary focus of the planning process has been to create an opportunity for twenty A-371-8 ,10,91, Contra Costa County high school youth that constitute the Planning Core Team, to develop leadership skills, increase their commitment to serve their communities, and join the already established prevention programs and coalitions in their efforts for a Drug Free, Violence Free, Healthy and Safe Contra Costa County. Recruitment strategies have been implemented to ensure inclusibn of racial/ethnic groups through regional network meetings and outreach efforts by Partnership Coordinators in Central and East County, coalition members in West County and D.A.T.E. Coordinators in Acalanes/Lamorinda, South, East, Central, and West County. Over 500 invitations have been mailed for registration purposes to youth providers and high schools in Contra Costa County. Mailings requesting donations and booths displays at the summit have been sent to more than 300 businesses, private and public agencies. A concerted media effort will be launched in the first weeks of April. This effort is coordinated by the media staff from the Tobacco Project and the Violence Prevention Program. The Core Team youth have received training in how to interview, publicize the event, etc. Due to the limited space available, the promotional efforts are target specific rather than at large. Exhibit #1: Contra Costa County Youth Summit '94 ► Partnership Forum - Members have convened once a month to revise the county-wide Partnership operating principles, methods, structure, and processes. Strategies for inclusion of ethnic groups and sector representation in the coalitions have been recommended. For example, in West County an Ethnic Diversity Task Force has been formed and Mr. Tom Aswad, a SAAB representative in the Forum is recruiting members for a Recovery Community Task Force. Although the purpose of the Forum is leadership at the county-wide level and coordination of policy, promotion, training, evaluation, and special events, emphasis on issues of governance and representation at the regional level has emerged duv to a much greater understanding by the Forum members [representing the regional coalitions] of what the Partnership is supposed to accomplish in their communities. Foe example, the lack of recognition at the regional level of Partnership staff and activities that are perceived by the community as fiscal agency staff and programs. Convening the County-wide Community - The Forum has agreed to coordinate a county-wide event in the Fall which would bring to Contra Costa County three of the CSAP Culture Specific Training Institutes; the Hispano Latino, African American, and Asian Pacific Islander. Negotiation with CSAP Training Consultants, MACRO and The Circle have been initiated and slots secured for Partnership Forum members to attend regional institutes sponsored by other Partnerships. Also, five Forum members, two of which are SAAB representatives, together with fifteen other Partnership coalition members will attend a CSAP Prevention Principles Institute in Berkeley, March 21-23, 1994. Tobacco 2000 Conference - The Community Substance Abuse Services in collaboration with the Partnership Project and four other counties, San Francisco, Solano, Alameda, and Marin have constituted a coalition to plan, implement, and evaluate the CSAP Conference Grant, Tobacco 2000: Incorporating Tobacco Cessation into Drug and Alcohol Prevention and Treatment Health Services Department award. The two day conference is planned for June 16-17, 1994 at the Saint Mary's College in Orinda. A Drug, Alcohol, and Tobacco Network will be formed as a direct result of the conference to promote the incorporation of smoking cessation intervention into drug and alcohol prevention, treatment, and recovery programs., and to develop resources to support tobacco intervention among these communities. ► Partnership Coalitions - Coalitions are currently involved in the development of FY 1994 plans and contracts using the State's Net Negotiated Amount [NNA]. The purpose is [a] to ensure that coalitions, not fiscal agencies or staff determine the Partnership's prevention and fiscal priorities; and [b] to establish the rationale and expected results of regional prevention strategies in measurable terms. Exhibit #2: FY 1994 Guidelines for Development of Regional Plans Central and West County elected new leadership and are actively recruiting members. East County former Partnership Coordinator, Mr. Jim Becker has become the Executive Director for Delta 2000, the regional fiscal agency for the Partnership Project and Mr. Michael Henry has been hired as the new Partnership Coordinator. South County merge is still in process;although the South County Community Forum convenes once a month and two of the three Task Forces constituted last September have been meeting regularly. Acalanes/Lamorinda fiscal agency, T.O.Y.S. terminated their contract with the CSAP Partnership Project. West County convened the community to celebrate the Partnership achievements and to conduct an all day long work session to develop the FY 1994 priorities. The event took place March 11-12, 1994 at Maple Hall in San Pablo. The evening social on Friday was attended by over seventy five citizens and elected officials. Supervisor Tom Powers was the guest speaker, the newly elected Coalition Chair, Ms Deborah Diaz, and Co-Chair, Ms Joyce White reviewed the Partnership principles and bestowed awards of recognition to volunteers and staff. On Saturday March 12, twenty volunteers, a facilitator, and four of the Partnership staff attended the planning session which resulted in a ninety day commitment by the participants to develop an action plan for recruitment of Partnership members that are underrepresented or not included in the coalition. Four task forces were constituted: Ethnic Diversity, Public Agencies, Religious Community, and Business Community. Central County convened two community forums that were very well attended by elected officials, law enforcement, treatment, and prevention providers. The meetings took place in Pleasant Hill, March 7 and 14, 1994. The task, to evaluate the Partnership accomplishments, identify priorities for FY 1994, and recommend strategies to keep the Partnership going when funding ends in 1995. The Coalition honored Supervisor McPeak and Ms. Lu Jones, Chair and Co-Chair of the coalition for their contributions to the development and implementation of the Action Plan and the Partnership Project in Contra Costa County. The Coalition's Executive Committee engaged in a series of negotiations with Center for Human Development, the fiscal agency for the region, to draft a fiscal agreement to increase the proportion of funds diverted to the local CASA's rather than to agency overhead expenses. ► Evaluation - The FY 1993 Action Plan/Partnership Project evaluation report was submitted by Ms,,Sheila Tarbett last February 2, 1994. The report includes analysis of survey and interviews with Action Plan/Partnership Project coalition members, the Central and South County CASA's, and the Richmond Anti-Drug Task Force. Exhibit #3: FY 1993 Action Plan/Partnership Project Evaluation Contra Costa County Drug and Alcohol Problem Indicator Index - The index has been taken to the community for assessment and feedback. A series of focus groups with law enforcement, treatment, and prevention providers has provided a more focused attempt to identify indicators that are relevant to the Action Plan/Partnership work. Exhibit #4: Drug and Alcohol Problem Indicator Index Community Perspective Contra Costa County Drug and Alcohol Problem Indicator Data Map -The data map has been developed to help coalitions substantiate their regional priorities. Exhibit #5: Drug and Alcohol Problem Indicator Data Map Evaluation Contract - The CSAP Project Officer, Mr. Wil L. Hardy, approved the FY 1994 Evaluation Design developed by Polaris Research and Development. An evaluation contract with Polaris has been drawn for the design to be implemented beginning February 28, 1994. Exhibit #6: FY 1994 Community Partnership Evaluation Design Evaluation Reports, Assessment and Feedback Process -The Partnership Project Director has made available to the Coalition Chairs the evaluation reports from year one, two, and three with instructions to distribute to regional members. The reports include an Assessment and Feedback Form to ensure that coalitions have a vehicle to respond to the evaluator's perspective. Exhibit #7: Evaluation Assessment and Feedback Form FY 1993 Plans - Retrospective plans for FY 1993 developed by the evaluation team through data analysis, focus groups, and interviews have been made available to Coalition Chairs with instructions to distribute to Partnership members.
