ACKNOWLEDGE receipt of the attached Risk Assessment Scale for use by the ' Probation Department in evaluating whether to confine a minor in Juvenile Hall or make other arrangements for the minor. 2 . REMOVE this' item as a referral to the Internal Operations Committee. BACKGROUND: On January 11, 1994, the Board of Supervisors asked the County Probation Officer to circulate his proposed Risk Assessment Scale to the Juvenile Justice/Delinquency Prevention Commission and to the Juvenile Systems Planning Advisory Committee, in addition to the District Attorney, Juvenile Court and line staff in Juvenile Probation. and return a final approved risk assessment scale to our Committee by the end of March, 1994 . On March 28, 1994 our Committee met with Paul Zaro, representing the County Probation Officer Jerry Buck; Linda Baker, from the Juvenile Justice/Delinquency Prevention Commission; and Clyde Parkhurst, from the Jdvenile Systems Planning Advisory Committee. Mr. Zaro furnished our Committee with the attached Risk Assessment Scale, which has! been finalized and shared with law enforcement agencies throughout the County to guide them in determining whether a minor is likely to be confined to the Juvenile Hall . The use with intakes was started in February, 1994 . Mr. Parkhurst and Ms . Baker expressed their support for the development and implementation of the Risk Assessment Scale as another tool in insuring that a minor receives the most appropriate confinement and treatment, based on the variety of factors which are contained in the Scale. In response to a question from Supervisor Smith, Mr. Zaro indicated that the Scale is a dynamic document and will no doubt be reevaluated periodically to insure that it continues to include all appropriate factors and that those factors are properly weighted in relation to each other. We are pleased that the development and implementation of the Risk Assessment Scale appears to be uniformly supported by all those who are involved in the evaluation of children being considered for admission or release from Juvenile Hall .
