THE SERVICES INTEGRATION PROJECT SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND.JUSTIFICATION RECOMMENDATIONS: 1 . REQUEST the County Administrator' s Office and the Personnel Department to report back to our Committee on May 9, 1994 regarding the status of their efforts to reach full agreement with the employee organizations on the terms under which the Services Integration Project will be implemented in this County. BACKGROUND: At our Committee.. meeting on February 28, 1994, we clarified the importance to our Committee that staff move ahead with the selection of team members and work out the details of the implementation with the individuals who will actually be involved in making service integration work in the community. At the Board meeting on March 1, 1994 , the Board agreed to hold a Workshop in Richmond on service integration and directed staff to return to our Committee on March 28, 1994 with a status report on the steps which have been taken to select the team members and other issues . ATTESTED Contact: PHIL BATCHEL CLERK OF THE BOARD OF cc: See Page 2 SUPERVISORS AND COUNTY ADMINISTRATOR BY DEPUTY I .O.-4 -2- On March 28, 1994, our Committee met with Rich Heyne from the Personnel Department; Sara Hoffman from the County Administrator' s Office; Kathy Armstrong, consultant to the County Administrator on Services Integration; Henry Clarke and Paul Katz from Local 1; and Jim Hicks from AFSCME Local 2700 . Attached is the report from staff on the status of meet and confer meetings which have been held with the affected employee organizations . Rich Heyne summarized this report and indicated that a formal proposal has been provided by the employee organizations which is currently being reviewed by staff . Mr. Heyne believes that negotiations are going well . Supervisor McPeak indicated that she had been told separately by the employee organizations that there is a commitment to make Service Integration work and that it will happen. We are grateful for these commitments and look forward to being able to move the project forward very soon. Sara Hoffman noted that plans are being made to insure that the County will have space available in the Ambrose Park and Recreation District building. The Furlough Building in Richmond is more problematic because of the interest in being co-located with the health clinic . It is not clear at this time just where the Service Integration Project in West County will be housed. The Workshop with the Board of Supervisors in Richmond has had to be rescheduled from April 26 to a later date because of a conflict with the Board' s calendar. Personnel Department Costa :; ` _ j `� �; Administration Bldg. o'. s`^ r y', -}}•. 651 Pine Street Col ll\/ Martinez, California 94553-1292 J S'9 C'UUN�� DATE: March 22, 1994 TO: Internal Operations Committee FROM: Rich Heyne, Employee Relations Manager SUBJECT: Report on 3/10/94 Service Integration Meet and Confer On March 10, 1994 County bargaining representatives met with representatives of Local One, SEW Local 535 and AFSCME Locals 512 and 2700 regarding issues related to implementation of the Service Integration Project (SIP). According to Board direction, staff discussed with the employee organizations the value of moving ahead to select the staff who indicate an interest in being part of the Service Integration Team and then soliciting the assistance of the interested staff in designing the precise manner in which Service Integration will be implemented. The employees stated their interest in having a more active role in shaping the SIP team format, but were unwilling to make a commitment at this time to select team participants while several important issues within the scope of bargaining are under consideration. In their response, the unions stated that they intend to address their major issues in priority order as a group in the near future and that they will present the County with a comprehensive position statement on the afternoon of Thursday, March 24, 1994 at Local One. Following are points of concern expressed by the unions which we expected to be more fully addressed with written responses on March 24th: 1 . SECURITY-The employees feel that the County has understated the level of risk involved with the project for team members and that both the Bay Point and North Richmond sites must have either a Public Safety Officer or Deputy Sheriff assigned full time. At the next meeting, staff intends to refocus on the County's commitment in the February 1994 Briefing Summary that the Plan is budgeted for a Public Service Officer level position at each site. 2. CASELOAD REDUCTION - Given the increased training and liaison functions required, as well as the in-home visits, SIP staff should have their caseload reduced by at least 20%. Additionally, the work thus reduced should not be transferred back to non-participant employees. - 2 - 3. SELECTION OF SITE MANAGER - Each site should have one employee designated as site manager with the authority to handle logistical and operational responsibilities such as ordering supplies, scheduling needed maintenance,taking accident reports, etc. 4. PEER PERFORMANCE EVALUATION - The employees are concerned that the Team Leader not be given authorityto have input on the performance evaluations of other SIP members, but that this responsibility remain within each individual employee's current chain of command. The related issue of how a grievance of one team member against another or the Team Leader might be handled was discussed. Staff will continue to reinforce the County's intent that staff evaluations remain a responsibility of the official Supervisor from the Department of origin. 5. DESCRIPTION OF TYPICAL TASKS - The employees expressed their concern that they have not at this time been given a clear understanding of how the "team concept", which is not now mentioned in any of the typical task sections of their respective job specifications, is expected to work. There is a general sense that a more structured concept is needed as to how the various professional disciplines which now work separately, are to work cooperatively on the same cases and that some understanding as to how the team approval may ultimately effect job descriptions be achieved now. 6. FUNDING-The unions are concerned that the funding sources explained to this point are either prospective or involve the diversion of existing departmental resources to the detriment of the remaining programs. The Probation staff is particularly interested in the impact that movement of two Deputy Probation Officers to the SIP will have on the remaining staff.
