SUBJECT: DISPOSITION OF SOME ITEMS ON REFERRAL TO THE 1994
INTERNAL OPERATIONS COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . REPORT out of the Internal Operations Committee without
further action at this time the report from the Emergency
Communications Advisory Group and DIRECT the County
Administrator to make further reports to the Board of
Supervisors on this subject as, in his discretion, events
warrant such reports .
2 . REPORT out of the Internal Operations Committee without
further action at this time the annual report from the Social
Services Director on efforts to recruit and retain foster
parents and DIRECT the Social Services Director to make
further reports to the Board of Supervisors on this subject
as, in his discretion, events warrant such reports .
3 . REPORT out of the Internal Operations Committee without
further action at this time the semi-annual report from the
Affirmative Action Officer and DIRECT the County Administrator
and Affirmative Action Officer to make further reports to the
Board of Supervisors on this subject as, in their discretion,
events warrant such reports .

4 . REPORT out of the Internal Operations Committee without
further action at this time the agreement with Acme Landfill
in which the County agrees to pledge revenue from County
regulated transfer stations and/or landfills for postclosure
costs for the Acme Landfill and DIRECT the County
Administrator, County Counsel and Community Development
Director to make further reports to the Board of Supervisors
on this subject as, in their discretion, events warrant such
reports .
5 . REPORT out of the Internal Operations Committee without
further action at this time the possible uses of the solid
waste tipping fee which is supposed to be used to acquire
additional open space and support the agriculture industry in
the County and DIRECT the Community Development Director to
make further reports to the Board of Supervisors on this
subject as, in his discretion, events warrant such reports .
6 . REPORT out of the Internal Operations Committee without
further action at this time the proposed host mitigation fee
for the Acme Transfer Station and DIRECT the Community
Development Director to make further reports to the Board of
Supervisors on this subject as, in his discretion, events
warrant such reports .
7 . REPORT out of the Internal Operations Committee without
further action at this time the report from County Counsel in
response to questions regarding Boards of Fire Commissioners,
specifically for the Moraga Fire Protection District, in view
of the fact that the Internal Operations Committee' s report on
this subject is pending with the Board of Supervisors awaiting
a response from the Town of Moraga regarding the process to be
used to select Commissioners for the Moraga Fire Protection
District' s Board of Fire Commissioners . This recommendation
assumes that the Internal Operations Committee continues to
have on referral the issue of how best to create an advisory
committee that would replace all of the existing fire
commissions, which was referred to the Internal Operations
Committee on January 25, 1994 .
BACKGROUND:
On April 11, 1994, our Committee reviewed all of the items which
are currently on referral to our Committee to determine whether the
referral still appears to be appropriate and timely. In some
cases, routine reports have been ordered which we judge to no
longer be necessary to make on a routine basis . In these cases, we
would prefer to leave it to staff to determine when a further
report is timely and appropriate and make such a report to the full
Board of Supervisors . The Board can, then, refer the report to one
or another Board committees where the Board believes that such
action is appropriate. In other cases, it is not appropriate for
our Committee to be discussing some subjects because of pending
litigation and the item may as well be removed from our Committee.
Again, we will rely on staff to return a report to our Committee
when events warrant such a report.
