4 . REQUEST the Women' s Advisory Committee to prepare a Work Plan
for fiscal year 1994-95 (July 1, 1994 - June 30, 1995) ,
outlining what goals it plans to achieve, what activities it
wishes to pursue to achieve those goals, and in what areas it
wishes to have additional input or support from the Board of
Supervisors, and forward their proposed Work Plan to the
Internal Operations Committee by June 1, 1994 .
BACKGROUND:
The Women' s Advisory Committee has 25 members, five of whom are
appointed by individual Board members and 20 of whom are appointed
on the recommendation of the Internal Operations Committee.
Currently, 7 of the at-large seats are vacant, 4 as a result of
resignations and 3 which were new seats created last fall which
have never been filled. The Women's Advisory Committee has
advertised for applicants, interviewed them and has made
recommendations to the Internal Operations Committee to fill all
seven seats .
We invited all seven nominees to meet with our Committee on April
11, 1994 . Unfortunately, two members had personal or family
complications which prevented them from meeting with our Committee.
Four others did not appear for their interview with our Committee.
However, we had the applications for all seven members available
and reviewed them carefully. We did have the opportunity to
interview Charlene Kafer and were impressed with her background and
candid appraisal of some of the problems which she felt were
confronting the Women' s Advisory Committee. Among these was her
assessment that there was not enough interaction between the Board
of Supervisors and the Women' s Advisory Committee.
In view of Ms . Kafer' s comments and our agreement that there needs
to be more interaction and sharing of views between the Board of
Supervisors and the members of the Women' s Advisory Committee, we
are asking that the Women' s Advisory Committee prepare a Work Plan
for the coming fiscal year and review it with our Committee. This
will provide an opportunity for a more open sharing of views and
ideas between at least two members of the Board of Supervisors and
the members of the Women' s Advisory Committee.
We are also prepared to recommend the appointment of all seven
members who have been recommended to us by the Women' s Advisory
Committee.

SUBJECT IOC AGENDA ITEM: RECOMMENDATION FOR APPOINTMENTS TO THE WOMEN'S
ADVISORY COMMITTEE
Attached for your review are seven applications submitted for appointment consideration
to the Women's Advisory Committee. We have seven At-Large Category vacancies and are
anxious to have them filled as soon as possible. Notices of the vacancies have been sent
to local newspapers, women's organizations and the Women's Advisory Committee interested
party mailing list. We also specifically recruited youth applicants, notifying high schools
and colleges within the County.
Our Membership Review Committee conducted interviews with the applicants on February
15th. The work of the committee, activities undertaken and issues targeted by the
committee, and membership attendance requirements were explained to the applicants. All
of the applicants are very interested in serving on the committee and have indicated they
have the time available to attend meetings and participate in committee activities and
events.
In reviewing the applications, you will note these applicants are from several different
racial/ethnic backgrounds; all are involved in local community activities.
The Women's Advisory Committee recommends the following appointments to the vacant At-
Large Categories for the terms indicated:
- Melissa Ashley, student at Liberty Union High school in Brentwood; resident
of Oakley (term of 2/28/96)
- Chinise Braziel, paralegal; resident of Richmond (term of 2/28/97)
- Margaret Burnett, retired; resident of El Sobrante (term of 2/28/97)
- Sylvia Kafer, retired; resident of Richmond (term of 2/28/96)
- Maria Lemus, homemaker; resident of El Cerrito (term of 2/28/97)
- Felisha Owens, student at Cal State Hayward; resident of Pittsburg (term of
2/28/97)
