Bragdon '^ C , Director of Community Development DATE: April 12, 1994 SUBJECT: FY 1994 HOME Program Description for the Contra Costa HOME Consortium SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Director of Community Development or his designee to act on behalf of the Contra Costa HOME Consortium to: ( 1) submit the FY .1994 HOME Investment Partnership Act (HOME) Program Description and required certifications to the U.S. Department of Housing and Urban Development (HUD) ; and (2) enter into a HOME Investment Partnership Act Agreement with HUD for the FY 1994 Program. FISCAL IMPACT Source of funds : Federal HOME Investment Partnership Act Program. No General Funds are involved. The Contra Costa Consortium consists of the following members : Contra Costa County, representing the Urban County; City of Antioch; City of Concord; City of Pittsburg; and City of Walnut Creek. The Consortium includes all of Contra Costa with the exception of the City of Richmond, which is an independent PJ for purposes of HOME. HOME funds are allocated through HUD by formula to eligible Participating Jurisdictions . The FY 1994 allocation for the Contra Costa HOME Consortium is $2, 186,000 . In order to receive HOME funds, the Consortium must prepare a HOME Program Description stating how these funds will be used to expand affordable housing in the Consortium area. The Program Description and required certifications must be submitted to HUD for approval by April 14 , 1994 . As the Consortium Representative, Contra Costa County is authorized to act in a representative capacity for all Consortium members and is responsible for ensuring that the HOME Program is carried out in compliance with the National Affordable Housing Act and federal regulations . On behalf of the Consortium and in consultation with Consortium members, the County Community Development Department has prepared the FY 1994 HOME Program Description. Housing priorities and strategies proposed in this document are fully consistent with the Consortium' s previously approved Comprehensive Housing Affordability Strategy and the County' s General Plan Housing Element. As proposed, program priorities for the allocation of FY 1994 HOME funds are: o the acquisition, rehabilitation, and new construction of additional multifamily rental housing affordable to very-low and low-income households; 0 owner-occupied housing rehabilitation programs for very-low and low-income households; and o first-time homebuyer' s programs to assist very-low and low- income households in obtaining affordable housing. Following approval of the FY 1994 Consortium HOME Program Description by the Board of Supervisors and HUD, a HOME Investment Partnership Act Agreement must be executed between Contra Costa County as the Consortium Representative and HUD. At this point, the Consortium will proceed with the allocation of FY 1994 HOME funds through a competitive application process . kh/WBOS94-1
