SUBJECT: Approve Plans and Specifications and Advertise for bids for the Empire Avenue Bridge
Replacement Project.
Project No: 0662-6R4017-91 CDD-CP # 92-69.
Specific Request(s) or Recommendations) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Tuesday, May 17, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
20392 of the Public Contract Code, and
AUTHORIZE the closure of Empire Avenue at Laurel Road for approximately 10 weeks starting
in June and the closure of Laurel Road at Empire Avenue for approximately 4 weeks in August.
II. FINANCIAL IMPACT:
The estimated contract cost of the project is $675,000, funded by Oakley/N. Brentwood AOB
(87%), State Transportation Partnership Program (10%) and East Bay Regional Park District
(3%).

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to replace the existing bridge and improve the geometrics of the
intersection of Laurel Road and Empire Avenue.
The road closures are required to construct the project in a timely and cost efficient manner.
Empire Avenue needs to be closed while the existing bridge is removed and the new bridge
constructed. Laurel Road will then also be closed while the entire intersection and approaches
are reconstructed on a new grade.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project,
have been filed with the Clerk of the Board and copies will be made available to any interested
party upon request.
The Board reviewed and approved the project on November 17, 1992 and found, on the basis
of the initial study and all comments received, that there is no substantial evidence that the
project will have a significant effect on the environment and adopted the Negative Declaration
in compliance with the California Environmental Quality Act. A Notice of Determination was filed
with the County Clerk on November 19, 1992.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.
