SUBJECT: Approve Alhambra Valley Road Slide Repair Project, Pinole Area
Project No. 0672-6R6529, CP # 94-12.
Specific Request(s) or Recommendations) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE Project, and
DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical
Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications
for construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the
County Clerk for filing of the Notice of Exemption.
II. FINANCIAL IMPACT:
The estimated project cost is $240,000, funded by Federal Aid Storm Damage Repair Funds
(88.5%) and County road funds (11.5%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes repairing a slide in the north side of the roadway embankment of Alhambra
Valley Road just west of Castro Ranch Road.

It is needed because heavy rains last winter damaged the County maintained road. The amount
of damage for this slide qualified the County for federal storm damage repair funds.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because the proposed project will restore the structural integrity of the roadway, and will
not involve an expansion of use beyond that previously existing nor result in the removal of any
scenic resources per Section 15301 of the CEQA Guidelines.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the slide damage is not repaired, the existing failure of roadway embankment may threaten
further undermining and failure of pavement. By delaying the project, the County may lose the
federal matching fund.
