countywide moratorium to preclude the placement of a proposed telecommunications
tower and accessory buildings in the Franklin Hills area pending the adoption of
policies for structures such as these within the County.

Board to amend the recently passed "Tree Preservation Ordinance" to exempt privately
owned rangelands from its regulations.

Dear Members of the Board of Supervisors :
The City of Martinez received a draft Negative Declaration for a
proposed 70 foot high telecommunications tower with related
accessory buildings. to be located in the Franklin Hills to the west
of the City. The project would be accessed through undeveloped
property in the City of Martinez . The City received an earlier
referral for the project and on January, 10, 1994, the Council
adopted a Resolution requesting that the Zoning Administrator deny
the request since the property is designated Open Space and
Visually Significant on the Martinez General Plan and is within the
Briones Agricultural Preserve.
The City Council of the City of Martinez hereby requests the Board
of Supervisors to.adopt a Countywide moratorium on these facilities
in order to provide time for the County to adopt current policies
as to their placement within the County. The policy should address
which sites are appropriate to accommodate such facilities and
which sites are. not appropriate. The policy should prohibit these
facilities on sites designated open space, sites within the Briones
Agricultural Preserve and visually significant sites such as
ridgetops .
Please keep us informed of any meeting scheduled on either the
moratorium or the current application.
