Mayors of Cities in these Counties At the regular public meeting of the EBMUD Board on March 22, I presented to the Board my response to Jorge Carrasco's memo to the Board concerning rates. A copy of this memo is enclosed. Originally, I had sent a letter to President F1a$hman and the EBMUD Board requesting that consideration be given to charging the counties and cities at the rate of $1.15 per unit (the cost of service) , rather than the surcharge rate of $1.29 per unit which is now charged. Please note that the memo's first paragraph states that I recommended the first tier residential rate which is $1.04 per unit. This is not correct. I recommended $1.15 per unit which is cost of service rate. The last paragraph states that a survey revealed that none of several area water agencies charges a "special rate" for public agencies. When the reference to "special rates" is compared to the first tier residential rate ($1.04 per unit), they admit that the first tier rate is a "special rate". This preferential special rate applies to the two thirds of residential customers on the Bay side of the District. This means that the $1.29 public agency rate subsidizes the residential first tier residential of $1.04. We request that you write to President Flashman and the EBMUD Board requesting an explanation of your surcharge and that you be charged for cost of service. Public Authority Rate Proposal At the February 8, 1994 Board meeting, Mr.. Bill Highfield of W.A.T.E.R. requested consideration of a water rate reduction for public agencies. He recommended charging public agencies the same rate as the first tier rate for single-family residential customers. The District's public agency customers cover nearly all aspects of goverri nen al orgar,"tioa and activity: City, County, State, Federal, Special Districts (including parks and recreation, sanitary, fire, transportation, flood control, SD-1, etc.), School Districts, Housing Authorities, University of California, Port of Oakland, and so on. In FY93, the District billed these agencies for approximately 5.6 million units of water. Of this total, 0.8 million units were billed at the multifamily residential rate of $1.17 per unit and the balance of 4.8 million units were billed at $1.29 per unit. If the 5.6 million units were billed at the current $1.04 per unit single-family residential low tier rate, District revenues would decline by about $1.30 million. If these rate changes occurred, and we recovered the lost revenue by adjusting rates uniformly, rates would increase by approximately one percent for all customers. This would reduce savings to public agencies by $50,000, for net savings of $1.25 million. We surveyed seven Bay Area public water agencies and determined that none provide special rates for public agencies. The seven agencies were: Alameda County Water District, Contra Costa Water District, City of Livermore Water Department, Marin Municipal Water District, North Marin Water District, City of Palo Alto Water Department, and City of San Francisco Water Department.
