Martinez, CA 94553 Dear Tom: The Walnut Creek City Council requests that the City/County Joint Planning Committee reconvene to discuss various land use issues which could affect both the City of Walnut Creek and Contra Costa County. We believe it is time to re-establish the committee. We would like to begin our discussions with the proposed County General Plan Amendment for Homeless Shelters and the proposed amendments to the Pleasant Hill BART Station Area Specific Plan. In 1988, as part of the settlement for the Park Regency litigation, the court ordered the City and County to meet regularly to discuss land use issues. The Court believed that meeting on a regular basis would enable the City and County to resolve land use conflicts without taking legal action. A committee was formed which consisted of two Board of Supervisors (Sunne McPeak and Bob Schroder) and two City Councilmembers (Evelyn Munn and Gail Murray) . The committee met between April 1989 and July 1991. During that time, Urban Limit Lines were defined, and the North Gate Specific Plan was prepared as a joint planning effort by City and County staff. It is our preference to meet on a quarterly basis to discuss the Potential impacts of our respective land use decisions. Assuming that you would like the Committee to function as it did in the past, please select two Supervisors as members of the committee. Gayle Bishop is the likely choice to replace Bob Schroder, our area repre- sentative. A replacement will need to be made for Sunne McPeak. Two City Councilmembers will be appointed in the near future. Please feel free to contact me at 256-3504 regarding this request.
