SUBJECT: RESOLUTION APPROVING APPLICATION FOR SECTION 8 RENTAL VOUCHER
SET-ASIDE FOR HOMELESS PERSONS WITH DISABILITIES
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3705 authorizing submission of an application for
Section 8 Rental Vouchers set-aside for Homeless Persons with Disabilities
for FY 1994 and AUTHORIZING the Executive Director to submit any additional
information in support of the application which may be required by HUD, as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
The Department of Housing and Urban Development will make available up to
$132,892,960 of budget authority, which will support an estimated 4,700 rental
vouchers nationwide. The fair share for HUD's San Francisco Regional Office is
$30,040,040, and this amount is expected to support 830 units.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On February 1, 1994 the Department of Housing and Urban Development published
a Notice Of Funding -Aavailability (NOFA) 'in the Federal Register for Section 8 Rental
Voucher funding for very low income homeless persons with disabilities and their
families. The NOFA establishes a maximum application for 200 Section 8 Rental
Vouchers to be set-aside for .the exclusive use of homeless persons with disabilities
and their families. The application deadline is May 2, 1994. These funds are
available on a HUD Regional Office competitive basis, and the application must be
submitted to the office of the HUD Public Housing Division Director in San Francisco.
Housing Authority staff requested authorization to submit an application for 200
Section 8 Rental Vouchers to be set-aside for homeless persons with disabilities and
their families for Fiscal Year 1994 and at its Regular Meeting on Monday, April 18
1994 the Advisory Housing Commission voted to recommend adoption of Resolution No. 3705.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3705, the
Housing Authority of the County of Contra Costa would be unable to submit an
application for needed Section 8 Rental Vouchers for homeless persons with
disabilities and their families.

AUTHORIZING SUBMISSION OF APPLICATION FOR
FUNDING UNDER THE FISCAL YEAR 1994
SECTION 8 RENTAL VOUCHER SET-ASIDE
FOR HOMELESS PERSONS WITH DISABILITIES
WHEREAS, Section 8 of Title II of the Housing and Community Development Act
of 1974 provides for a program of Housing Assistance Payments to
residents of existing housing; and,
WHEREAS, The U. S. Department of Housing and Urban Development in its
Notice of Funding Availability, published in the Federal Register,
has requested applications for Section 8 Rental Voucher Set-Asides
for Homeless Persons with Disabilties; and,
WHEREAS, The Housing Authority of the County of Contra Costa wishes to
apply to the U. S. Department of Housing and Urban Development for
Section 8 Rental Voucher Set-Aside Program for Homeless Persons
with Disabilities for Fiscal Year 1994;
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the
Housing Authority of the County of Contra Costa hereby authorizes
its Executive Director to file an application with HUD for the
Section 8 Rental Voucher Set-Aside Program for Homeless Persons
with Disabilties.
The Executive Director is further authorized to submit any
additional information in support of the application which may be
required by HUD.
This resolution shall take effect immediately.
