DETERMINE that the City of E1 Cerrito and the County could mutually benefit by the .City' s acquisition of the County' s interest (West County Juvenile Court space) in the City's Public Safety Building. 2 . REQUEST that the City of E1 Cerrito include this acquisition as part of its Capital Improvement Program. 3 . DECLARE that the County intends to vacate this space if sufficient funds can be identified in order to finance the required remodelling of the Bay Courthouse for Juvenile Court. 4 . DIRECT the County Administrator to meet with the City of E1 Cerrito representatives to determine the process and timeframe to complete this acquisition. 5 . DIRECT the County Administrator to meet with representatives of West County cities, particularly the Cities of Richmond and San Pablo, that would benefit from Juvenile Court relocation, to discuss city financial participation in the remodelling project. The County has ownership rights to this space which was originally built for the E1 Cerrito Justice Court. Effective March 15, 1994, the West County Juvenile Court Referee started hearing West County in- custody matters at Juvenile Hall, Martinez, twice a week. This move was to provide for better court security. Maintenance of Juvenile Court in West County is a matter of high priority to the West County community and institutions. The costs to remodel the Bay Courthouse to accommodate Juvenile Court is estimated at approximately $500,000 . The County could only proceed with such a project if funding is identified. If the project is financially feasible, both the City and County would benefit from the relocation of Juvenile Court. The Court would have appropriate remodelled facilities and the City could utilize the space vacated by the Court. Acquisition of the Juvenile Court space by the City is required in order to provide funding for the remodelling at the Bay Courthouse. By this Board order, the County requests the City to begin the acquisition process. Staff from the County Administrator's Office will meet with City officials to determine the acquisition timeframe and process.
