Accept this report from the Correctional and Detention Services Advisory Commission (CADSAC) . 2 . Refer the issue of continuation of CADSAC to the National Performance Review Report Committee. FINANCIAL IMPACT: None REASONS FOR RECOMMENDATION/BACKGROUND: 1 . CADSAC Report e The Correctional and Detention Services Advisory Commission continues to look for solutions to the revolving door problem of mentally ill jail inmates . A committee is developing a resource list which can be used by both the inmates and law enforcement. Community-based alternatives, consistent with public safety, are being explored. • Two members of the Commission participate actively in the Inmate Welfare Fund Committee. e CADSAC has also a high interest in the DEUCE program and has followed its evaluation. • Commission members inspect each detention facility several times a year either with the weekly inspection teams or with other staff of the Sheriff's Department. s Members review and at our meetings discuss the Sheriff's quarterly Program Activity Reports. The Commission also reviews detention facility programs and discusses various issues with the Sheriff's Department as appropriate. The Sheriff's Department keeps the Commission informed of population changes at each detention facility and any significant programmatic changes . • The Commission is currently discussing its functions and duties and how best to meet the purpose as established by the Board of Supervisors and whether to recommend any changes to the Board. 2 . CADSAC was last reauthorized by Board Order of March 10, 1992 and, according to that Board Order, sunsetted on April 1, 1994 . The National Performance Review Report Committee is currently reviewing the County's advisory groups and committees to determine whether or not such groups should be recommended for continuation. It is recommended that the question of whether to reauthorize CADSAC beyond April 1, 1994 be referred to that Committee for review.
