A Parking Amnesty Program for the Municipal Courts in Contra Costa County will allow persons this one-time opportunity to clear their unpaid parking citations without the added delinquency charge before the citations are transferred to local police agencies for subsequent collection efforts. All local agencies have agreed to the parking amnesty. The Courts should receive approxi- mately 30% of all revenue generated by the amnesty program. PROGRAM REQUIREMENTS: The parking amnesty program will be conducted April I through May 31, 1994. Registered owners with delinquent citations will be mailed a special notice explaining the terms and conditions of the amnesty program, advising them how to clear the delinquent citation(s) . Amounts due will be rolled back to the original bail amount, forgiving all late penalties that have accrued. Only uncontested payments will be accepted under this program. If a defendant wishes to appear in court to resolve a delinquent parking citations, he/she may do so without the benefit of an automatic roll back to the original bail amount. Payments may be made via mail or in person at any of the four courts. Holds at DMV will be cleared on a daily basis, after receipt and processing of the payments. ANTICIPATED REVENUE: There are approximately 95,000 parking citations in delinquent status remaining on the Courts' automated parking system for a total base fine bail amount of approximately $1 million. Based on a projected 30% recovery rate, it is anticipated that the amnesty program has the potential to generate up to $400,000 in county funds. Our Collections and Compliance Unit will be pursuing notices that are returned, so we may realize a greater recovery rate than projected. It is anticipated that County Auditor payment warrants will be forwarded to individual police agencies on a monthly basis (May 10, June IO and Ju.ly 10) for distribution of the agencies' share of collections.
