MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: APRIL 12, 1994 SUBJECT: ENDORSEMENT FOR THE IMPLEMENTATION OF A PILOT "KIDS IN CREEKS" PROGRAM IN CONTRA COSTA COUNTY. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION I. Recommended Action: ENDORSE the implementation of a pilot introduction of the "Kids in Creeks" Program to the Contra Costa County educational system; AUTHORIZE the allocation of$13,700 from the County's Stormwater Management Plan Budget for fiscal year 1993-1994, to be combined with the proposed $11,300 Environmental Protection Agency grant; AUTHORIZE the Public Works Director to co-sign for Contra Costa County with the Aquatic Habitat Institute (Kids in Creeks) on grant documents; and AUTHORIZE Supervisor Smith to send a letter thanking Valerie Pittman of the Hillcrest School in Rodeo for her interest in the introduction of the "Kids in Creeks" Program in Contra Costa County. II. Financiallmpact: The Aquatic Habitat Institute (AHI) is working to obtain a grant for$11,300 from the Environmental Protection Agency, and has asked the County to pledge funds of $13,700 to support a pilot introduction of the Kids in Creeks Program in Contra Costa County. The matching funds would come from the County's 1993-1994 Stormwater Management Plan budget. III. Reasons for Recommendations and Background: The "Kids in Creeks" Program was started as part of the Alameda County Stormwater Program. Due to funding restrictions, the program to date has only been available to Alameda County teachers. Reasons for Recommendations and Background: (Continued) The County's participation would allow AHI to conduct a two and a half day workshop for thirty (30) teachers in Contra Costa County. The workshop gives the participating teachers the tools to teach their students about the creek environments in their own communities, as well as the Bay-Estuary system their creeks eventually drain into. As a result of this participation, these teachers would also have access to AHI's lending library. The library has many of the tools the teachers will need to present the program to their students including Stream Inventory Kits, books, slides and videos. IV. Consequences of Negative Action: The "Kids in Creeks" Program would be a valuable environmental tool in our community. If the pilot program was not approved, this resource would not be available to Contra Costa County teachers.
