SUBJECT: Authorization to Reimburse San Ramon Valley Fire Protection
District for Emergency Medical Dispatch Training and Equipment
(County Service Area EM-1 "Measure H")
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Auditor-Controller to reimburse the San Ramon Valley Fire
Protection District an amount not to exceed $48, 212 . 08 for costs incurred
for the County Emergency Medical Dispatch pilot program, as set forth
below:

On-going Data Collection/Dispatch Evaluation,
ProQA Training/Implementation, Continuing

Total Maximum Reimbursement $48,212.08
II. FINANCIAL IMPACT:
Funding for these expenditures has been budgeted under CSA EM-1 (Measure
H) . There is no County General Fund impact.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
A major area of deficiency in EMS Communications and Dispatch identified
in the Service Plan for County Service Area EM-1 was that emergency
medical dispatching programs in four of the five 9-1-1 medical dispatch
centers did not meet the recommended standard established by the State
Emergency Medical Services Authority in its "Guidelines for Medical
Dispatching" . To address this deficiency, the EMS Agency evaluated
available emergency medical dispatch systems. Medical Priority
Consultants, Inc. is the sole source provider of a Medical Priority
Dispatch System which includes a software dispatch program and data
collection system to be installed as part of the dispatch center's
Computer Aided Dispatch system.
Medical Priority Consultants, Inc. , has been working with San Ramon Valley
Fire Protection District to implement its Medical Priority Dispatch
program in the San Ramon Valley on a pilot basis. Measure H funds have
been budgeted to support this pilot project and to reimburse San Ramon
Valley Fire for related equipment and training.
This emergency medical dispatch program is being cons' ered for County-
wide implementation if it is successful in the San Ra Valley area.
