Gilbert, Director of General Services A CostaFROM: April 6, 1994 z County DATE: AUTHORIZE - LETTER OF INTENT FOR PURCHASE OF BALBO �fv SCHOOL, RICHMOND, FOR HEAD START PROGRAM EXPANSION SUBJECT: AUTHORIZE - NEGOTIATION FOR LEASE, LEASE PURCHASE OR ACQUISITION OF PULLMAN AND MARITIME CHILDREN'S CENTERS, RICHMOND, FOR CONTINUATION OF CHILD DEVELOPMENT PROGRAMS SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION AUTHORIZE the Director of General Services to submit, on behalf of the County, a LETTER OF INTENT to the West Contra Costa Unified School District for the purchase of Balboa School at 1001 South 57th Street, Richmond, for a Head Start program site. The LETTER OF INTENT shall be conditioned on receipt or certification of Federal A.C.F. funds in the immediate future. AUTHORIZE the Director of General Services to NEGOTIATE with the West Contra Costa Unified School District for the lease, lease purchase or acquisition of the premises at 2730 Maine Avenue, Richmond, site of the Pullman Children's Center, and 1014 Florida Avenue, Richmond, site of the Maritime Children' s Center, for continued use for Child Development Programs . II . FINANCIAL IMPACT Head Start The County Community Services Department expects to receive a $1, 365,000 grant to fund the acquisition and conversion of the Balboa School property for Head Start program expansion in West County. Child Development The acquisition of the Pullman and Maritime Children's Centers will be funded by a combination of State, Federal, and local grants and donations . REASONS FOR RECOMMENDATIONS/BACKGROUND The Balboa School property presents a brief opportunity for the County to acquire an excellent site with facilities capable of serving 120 children immediately, with room for expansion to provide other services to Head Start participants and members of the community, in an area that greatly needs a Head Start program. Proposals for acquisition of the property must be submitted to the School District by May 11, 1994 . Pullman and Maritime Children' s Centers have been declared surplus properties by the District. In order to continue the Child Development programs, the County seeks to acquire these sites, and has cooperated with the District in securing an appraisal to establish the property values.
