BACKGROUND/REASONS FOR RECOMMENDATIONS
On March 17, 1994, HUD approved the County's application for$111,000 in FY 1994 ESG funds.
As approved, these funds will be used to: provide operating expenses for the County's two homeless

serve homeless individuals;provide operating expenses at Rainbow Sober Living House in Bay Point
for homeless women in recovery; and provide staff salary for a .5 FTE Benefits and Housing
Counselor which will serve the homeless population countywide. The County will contract with the
Housing Authority of Contra Costa County,East County Community Detoxification Center, Inc., and
Shelter, Inc. to provide these services:
(1) Homeless Emergency Shelter Operation-- The Housing Authority of Contra Costa County

Brookside to provide 116 emergency shelter beds for homeless individuals for 1 1/2 months.
(2) Emergency Beds for Homeless Women in Recovery -- East County Community
Detoxification Center,Inc. will use ESG funds($5,000)to support two clean and sober beds
for a period of one year at the Rainbow Sober Living House for Recovering Women in Bay
Point, which serves very-low income homeless women who have completed a 90-day drug
and/or alcohol recovery program.
(3) Benefits and Housing`Counselor-- Shelter, Inc. will use ESG funds($18,000)to hire a half-
time benefits and housing counselor to: (1) screen and assess up to 1200 homeless clients for
appropriate services including drug treatment, vocational assessments, and benefits
counseling; and (2) allocate rental assistance provided through federal public and private
resources.
