Bragdon Director of Community Development DATE: April 19, 1994 SUBJECT: Contra Costa County Emergency Shelter Grant Program, FY 1994 SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Deputy Director--Redevelopment or his designee to enter into FY 1994 Emergency Shelter Grant(ESG) contracts for the following projects: (1) to provide operating expenses for the Central County and Brookside Homeless Shelters(project sponsor is the Housing Authority of Contra Costa County); (2) to provide operating expenses for the Rainbow Sober Living House in Bay Point for homeless women in recovery(project sponsor is East County Community Detoxification Center, Inc.); and (3) to provide for a.5 FTE Benefits and Housing Counselor to assist homeless populations(project sponsor is Shelter, Inc.). FISCAL IMPACT No General Funds are involved. ESG funds are allocated to the County by formula through the U.S. Department of Housing and Urban Development (HUD). Garnett) SUPERVISORS AND COEDY ADMINISTRATOR Community Developmentfile D6.4(b)(3)(h) BY ,DEPUTY ti BACKGROUND/REASONS FOR RECOMMENDATIONS On March 17, 1994, HUD approved the County's application for$111,000 in FY 1994 ESG funds. As approved,these funds will be used to: provide operating expenses for the County's two homeless shelters, Central County in unincorporated North Concord and Brookside in West County, which serve homeless individuals;provide operating expenses at Rainbow Sober Living House in Bay Point for homeless women in recovery; and provide staff salary for a .5 FTE Benefits and Housing Counselor which will serve the homeless population countywide. The County will contract with the Housing Authority of Contra Costa County,East County Community Detoxification Center, Inc., and Shelter, Inc. to provide these services: (1) Homeless Emergency Shelter Operation-- The Housing Authority of Contra Costa County will use ESG funds ($88,000) for operating expenses, enabling both Central County and Brookside to provide 116 emergency shelter beds for homeless individuals for 1 1/2 months. (2) Emergency Beds for Homeless Women in Recovery -- East County Community Detoxification Center,Inc. will use ESG funds($5,000)to support two clean and sober beds for a period of one year at the Rainbow Sober Living House for Recovering Women in Bay Point, which serves very-low income homeless women who have completed a 90-day drug and/or alcohol recovery program. (3) Benefits and Housing`Counselor-- Shelter, Inc. will use ESG funds($18,000)to hire a half- time benefits and housing counselor to: (1) screen and assess up to 1200 homeless clients for appropriate services including drug treatment, vocational assessments, and benefits counseling; and (2) allocate rental assistance provided through federal public and private resources. a:E94-2:\esg94\bdordr2.wpd
