Martinez, Executive Director, Housing Authority DATE: April 19, 1994 SUBJECT: REIMBURSEMENT AGREEMENT FOR EMERGENCY SHELTER PROGRAM SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: AUTHORIZE the Chair, Board of Supervisors, to execute a Reimbursement Agreement with the Housing Authority of the County of Contra Costa in the amount of $448,456.09 for Emergency Shelter costs incurred in Fiscal Years 1991 and 1992. II. FINANCIAL IMPACT: The costs will be reimbursed over a five (5) year period in accordance with the payment schedule in the Reimbursement Agreement. III. REASONS FOR RECOMMENDATION/BACKGROUND: In December 1991 the North Concord Emergency Shelter was opened to provide emergency shelter services for the homeless in Contra Costa County. Anticipated Federal and State funds to support the costs associated with the rehabilitation and operation of the North Concord shelter did not materalize. Consequently, the Housing Authority had to absorb the initial cost pending reimbursement from Contra Costa County. The proposed Reimbursement Agreement will enable the Housing Authority to recover the costs it incurred. By this agreement, the County agrees to pay HACCC the full amount owed, $448,456.09, in installments over five years.
